This component aims to engage broad sections of the sector in the production of marketable surplus through investments in strategic segments of priority commodity value chains and strengthening collaboration between DA and the Local Government Units. It shall strengthen and develop viable agri-fishery based enterprises through efficient value chain of key regional agri-fishery product.
A value chain analysis is a process of assessing a system of full range of activities which are required to bring a product or services from conception, through the different phases of production (involving a combination of physical transformation and the input of various producer services), delivery to final customers, and final disposal aftre use. It involves an analysis of the vertical and horizontal process and players that add value to the product.

A commodity investment plan is a strategic plan that rationalizes the interventions within the various segments of the value chain of commodities that are of significance to the province and that will contribute to the national goals of the agriculture and fishery sector. It is a three (3) year rolling consensus plan reflecting agreements between DA-Regional Field Offices (RFOs) & Provincial Local Government Units (PLGUs) with strong participation of the various stakeholders (other government agencies and private stakeholders, including agri-business interests) on the value chains to be prioritized and the related Enterprise & Infrastructure sub-projects to be supported.

The e-VSA is a tool used for the prioritization of municipalities showing the ranking of municipalities based on the suitability and vulnerability of a particular commodity. The expanded part of the analysis utilizes the socio-economic parameters, i.e. in the case of crops, poverty incidence, number of farmers, area of production, volume of production. A standardized weighted parameters for crops was agreed already by the Mindanao Cluster regions while for poultry, livestock and fisheries, the local planners have the prerogative to identify parameters which will be used in the area prioritization. All municipalities and component cities are included in the analysis to get the overall picture of the suitability of areas potential for expansion. Comparison of the results of VSA and e-VSA is necessary to further analyze and rationalize the identification and prioritization of target areas where interventions are to be implemented.
