Police determine if there's a hostage
If no hostages, there may be a barricaded standoff. Use extreme caution, as public safety is always the priority. This is a VERY DANGEROUS Situation. Police may need to back off and setup a distance to the entrance, to allow the criminals to enter their vehicle and take off.
If a hostage is present, negotiate the hostage's release, and ask what the criminal's terms are. The most common ask will be free passage and no spike strips, which means that if they do not harm the hostage, as the hostage's safety is of the most importance to police, police can let the criminals enter their vehicle and take off, then the police can give chase. The condition of the criminals asking not to be chased after they have free passage is always off the table. The primary concern is public safety, followed by bringing the criminals to justice.
