The Spark of Vision
It began in the quiet moments of reflection by its founder, Dr. Bryan T. Pasigna. Having spent years within the corridors of maritime academia, Dr. Pasigna witnessed a recurring gap in the industry. While technology was advancing at a breakneck pace—with automated bridges and massive eco-friendly vessels—the "Human Element" was being left behind. He saw educators struggling to keep pace with global standards and seafarers facing unprecedented mental and professional pressures.
Dr. Pasigna’s vision was clear: The sea is vast, but it is the human heart and mind that navigate it. He realized that for the Philippine maritime industry to remain the "Crewing Capital of the World," it needed more than just technical compliance; it needed a Center of Human Sustainability.
In the early days, PHILMEA was a series of late-night drafts and passionate conversations. Dr. Pasigna envisioned an organization that would serve as the "Anchor of Quality" for educators. He didn't just want another accreditation body; he wanted a sanctuary for innovation where pedagogy met the "Blue Economy."
He began by assembling a small but dedicated group of visionaries—the first Executive Board. Together, they mapped out a three-tier governance structure that ensured high-level strategy was always balanced by grounded, operational leadership. This was the birth of the PHILMEA Governance Framework.
To ensure that this vision would outlast its founders, Dr. Pasigna took the bold step of formalizing the association's identity. He navigated the complexities of SEC and IPOPHIL, securing name and trademarks for the association and patents for the unique methodologies developed within the Center of Accredidation and Certification (CAC), and Center of Human Sustainability (CAC).
By establishing a strict Code of Ethics and a Whistleblower Policy from day one, he sent a clear message to the industry: PHILMEA stands for transparency, excellence, and the protection of the maritime educator’s dignity.
Today, PHILMEA has grown from a single founder's dream into a prestigious beacon for maritime institutions. With the introduction of the Certified Maritime Higher Education Professional (CMHEP) and PHILMEA STARANCHOR RATING (the association's own star-rating system), the organization now challenges every maritime educators and maritime school in the Philippines to reach for a higher standard—one where the sustainability of the human professional is the ultimate measure of success.
Under the continued leadership of Dr. Pasigna as Chairman and Executive Director, PHILMEA continues to sail forward, ensuring that the Filipino maritime educator remains the most resilient and respected guide for the next generation of global seafarers.

Dear fellow Maritime Educators, Industry Partners, and Stakeholders,
As we stand at the helm of a rapidly evolving global maritime landscape, the responsibility we carry is both a profound honor and a significant challenge. The Philippine Maritime Educators Association, Inc. (PHILMEA) was founded on the conviction that the strength of our industry lies not only in our vessels, but in the human element that commands them.
In an era of shifting regulations and technological disruption, unity is our most vital asset. We must move beyond the silos of individual institutions and work as a singular, cohesive force. When we speak with one voice through PHILMEA, we ensure that the concerns of the maritime educator are heard, respected, and integrated into national and international policy. Our collective strength is the anchor that keeps the standards of Filipino maritime education from drifting.
Through the Center of Human Sustainability (CHS), we are redefining what it means to be a maritime professional. Sustainability is not merely an environmental goal; it is a professional and psychological necessity. By prioritizing the well-being, mental resilience, and continuous development of our educators, we create a ripple effect that reaches the engine rooms and bridges of every ship in the global fleet. A sustainable educator is the only one capable of fostering a sustainable seafarer.
Our ultimate mission remains clear: securing the future of the Filipino seafarer. The students in our classrooms today are the captains and chief engineers of tomorrow. They deserve an education that is ethical, technologically advanced, and grounded in the values of Karangalan and Kakayahan.
By implementing the CMHEP and the CHS Courses , we are not just teaching skills; we are building the character and competence of a generation that will continue to lead the world’s merchant marine.
