Episode 1: The Formation of the SPRNCA

Episode Description 

This episode takes us back to the 1980s when the SPRNCA was established by Congress as the United State's first Riparian National Conservation Area. The SPRNCA's enabling legislation mandated the Bureau of Land Management to "conserve, protect and enhance the riparian area." But what does that mean? The area's founders beleived this implied no grazing, but what was obvious in the 1980s is up for debate today. In reponse to its most recent round of public commenting, the BLM said that the law never said they couldn't allow grazing. This episode explores what the SPRNCA's founders beleived this mandate to mean and how its being interpreted today by ranchers, the BLM and environmental advocates.
