At the Old Barn Cat Rescue we primarily keep our foster cats and kittens in self contained rooms, of which we have three. Each room is fully insulated, and always has appropriate heating or cooling based off the weather.  Of course, they are filled with cat trees and climbing structures, toys and treats, fresh food and water, and lots of love. All of this paired with the fact that the foster rooms are free from most stressors of normal life, such as our resident dogs and cats, kids, and the crazy that comes with a busy home, means that the rooms are the perfect place to raise a batch of tiny baby kittens, or tame a scared feral.
