Constraints and Opportunities
The plan shows the constraints and the opportunities in graphical form but these can be summarised as follows:
Noise and Vibration
It is notable that the site is bordered by both the railway line and the M5 motorway to the North/North West. These give rise to issues regarding noise and vibration when it comes to the living conditions both within the home and in the garden of those who will occupy the site in future. We have been working closely with noise consultants to ensure a scheme is designed which mitigates such impacts.
Landscape Visual Impact
The majority of the site is visible from the Area of Outstanding Natural Beauty (AONB) situated around 3km away to the East and South East of the site and the view from Cam Peak is of particular note (shown below) and any scheme will need to address this view and mitigate the visual impact of the development as the eye looks across the development to the boundary with the M5. There is also a public right of way running along the boundary between the site and Jubilee Fields which is of note. Working with landscape consultants a package of mitigation has been drawn up to ensure any impacts on the landscape are minimised and are acceptable.
Trees, Hedgerows and Biodiversity
There are a number of hedgerows and trees on the site currently and one are of the site has grassland which is of relatively high value in biodiversity terms. This is both a constraint and an opportunity as, working with ecologists, arboriculturalists and our designers, we have drawn up a scheme which retains, emphasises and re-enforces the character of these assets and makes them the focal point of the design.
Jubilee Fields
Through discussions with the Parish Council before pen was even put to paper on masterplanning, it was abundantly clear that Jubilee Fields is a key focal community asset which is central to the local community. It was also made apparent that the existing access arrangement along Everside Lane and the existing carpark are considered to be substandard and awkward. Consideration has therefore been given to providing a new, safer access to Jubilee Fields through the scheme as well as providing additional car parking. It is also clear that good links are required between the scheme and Jubilee Fields.
Cam Neighbourhood Plan
It is apparent from the Neighbourhood Plan and its Design Code, some of the key issues that a scheme will need to take in to account in order to be deemed high quality in place making principles, are trees, snickets and pedestrian as well as cycle permeability. These issues as well as the Neighbourhood Plan's overarching aims have been considered carefully in drawing up the proposals.
