Description: Demolition of a Non-Contributing rated, one-story, commercial building to grade.
HDLC Guidelines:
Section 12, Pages 23-24 of the Guidelines for New Construction, Additions and Demolition states that the demolition of all or portions of historic resources within a local Historic District or Landmark site are considered drastic actions, since they alter the character of the area. Once historic resources or buildings that contribute to the heritage of the community are destroyed, it is generally impossible to reproduce their design, texture, materials, details and their special character and interest in the neighborhood. When reviewing demolition applications at properties located within a Historic District or at a Landmark site, the HDLC uses the following criteria in its evaluations:
The historic or architectural significance of the building or structure as designated by its “rating”: Non-contributing.
The importance of the building or structure to the tout ensemble of the area: 828 Teche Street is a one-story CMU building constructed outside the period of significance of the Algiers Point Historic District (1840-1946). As a non-contributing element, the building does not add to the tout ensemble of the district.
The alternatives to demolition that have been explored by the applicant: None are known at this time.
The difficulty or impossibility of reproducing such a building or structure because of its design, texture, material or detail: This building is constructed of modern materials and would not be impossible to reproduce. However, there are no design elements or architectural features that contribute to the historic nature of the Algiers Point district.
The special character and aesthetic interest that the building or structure adds to the local Historic District: As a non-descript one-story CMU building void of fenestration, 828 Teche St. does not posses any character defining features that contribute to the special character or aesthetic interest of the district.
The condition of the building or structure: An exterior and interior inspection were performed by HDLC Inspector Alex Nassar on August 28, 2023. The inspection revealed that the CMU building is in poor condition and has a severely compromised building envelope.
Staff Recommendations:
828 Teche Street was constructed outside the period of significance of the Algiers Point Historic District and is not included on the 1950 Sanborn Fire Insurance Map. The CMU building does not add any aesthetic interest to the neighboring buildings or the district. The building is currently in poor condition and could potentially have a negative impact on the contributing corner store building at 840 Teche St. For these reasons, Staff has no objection to demolition to grade with the proviso that a redevelopment plan is submitted prior to demolition. The building must be demolished in a manner that does not impact the building at 840 Teche St.
Recommendation: No objection with redevelopment plans submitted.
