HDLC Guidelines:
Section 12, Pages 23-24 of the Guidelines for New Construction, Additions and Demolition, state that the demolition of all or portions of historic resources within a local Historic District or Landmark site are considered drastic actions, since they alter the character of the area. Once historic resources or buildings that contribute to the heritage of the community are destroyed, it is generally impossible to reproduce their design, texture, materials, details and their special character and interest in the neighborhood. As a result, the HDLC rarely considers the demolition of Significant or Contributing buildings or structures within a local Historic District or on a Landmark site to be an appropriate option.

Staff Recommendations:
2510 Gravier Street was a large CMU residential building constructed in ca. 1956. The period of significance for the Mid-City Historic District (1860-1961) makes it a contributing building. However, the building is contributing in age only. As a simplistic CMU building void of any significant architectural detailing, the building lacks in its overall contribution to the Mid-City district.
An application for demolition "after the fact" was applied for by the current owner (see City Assessors information below). The current owner purchased the property as a vacant lot for redevelopment purposes insinuating that the demolition occurred under pervious ownership. It is unclear when the demolition took place. Google street-view shows the building in March 2022.
Had the demolition of the building been applied for, it is likely that the HDLC would have recommended approval of the demolition. The CMU building is not architecturally significant and based on Sanborn Fire Insurance Map history, replaced a pervious single shotgun building. Staff recommends retention of demolition and that no fine be levied against the current owner as the demolition did not occur under their ownership.
