Description: Retention of demolition of more than 25% of the primary façade on a Contributing rated, two story multi-family residential building without a Certificate of Appropriateness.

Staff Recommendations:
Hurricane Ida caused exterior and interior damage at 2220 Broadway. Work to repair the exterior wall was completed without a Certificate of Appropriateness and cited on May 10, 2022. The HDLC worked with the owner and confirmed that the demolition did not meet the 50% criteria for exterior wall demolition and the item was not heard at the September 7, 2022 Commission meeting.
A non-structural permit was issued on September 12, 2022 by Safety and Permits for interior work and some weatherboard replacement to repair the damage from Hurricane Ida.
On November 30, 2022 an inspection found that more than 25% of the primary façade had been demolished without a Certificate of Appropriateness or a review from the HDLC Commission.
On site, it was expressed to the inspector Daniel Syal that the primary façade would be restored to it's previous state.
Unfortunately, the columns, exterior stucco finish and Spanish-style arch-top porch openings were removed due to termite damage during the unpermitted demolition. The non-historic windows encapsulating the second floor porch were also removed as part of the unpermitted demolition. The non-historic windows were added sometime after 2014 but prior to the Designation of the Uptown District in 2017.
The staff recommends the retention of demolition of more than 25% of the primary façade.
The staff recommends the Commission levy a fine for the unpermitted demolition of more than 25% of the primary façade. Because this demolition work was completed after August 1, 2022 it is subject to the new fine schedule.

9/12/22 - Application submitted for Non-Structural permit for interior work, roof replacement, and weather board replacement.
9/7/22 - HDLC Commission (Not heard) - Application submitted for the retention of demolition of more than 50% of the exterior wall structure of a Contributing rated, two-story, multi-family residential building without a Certificate of Appropriateness. This application was not heard as the staff worked with applicant to determine that the demolition of the exterior wall structure was less than 50% prior to the commission meeting.
