Staff Recommendations:
The modifications to the building without permits include the renovation and construction of the entablature and gallery at the front façade and the expansion of the rear screened in porch and second-floor deck.
The ARC and Commission granted approval of the renovation of the building, along with the entablature and gallery at the front façade in 2017, based on the style of the building and historic research. However, these approvals have since expired due to the 3 year limitation of Commission approvals. Staff recommends that these items are granted re-approval for retention.
The current owners bought the house in 2017, after the previous work received retention. Between September 2019 and January 2022, the current owners constructed a screened in porch and second-floor deck without a CofA or a building permit. The ARC recommended denial of the construction of the screened in porch and deck at the rear, as they are acontextual to the style of the building and do not meet the HDLC Guidelines. The Guidelines require porch designs in keeping with the building's style and does not permit decks that are visible from the public right-of-way. Staff agrees with the ARC recomendation for denial based on the Guidelines.
Case History:
4/18/23: The ARC recommended conceptual approval of the previously approved items including the installation of the entablature, double-height columns, rear balcony, and gable windows. The ARC recommended denial of the construction of the screened in porch and exposed deck at the rear, as they are acontextual to the style of the building and do not meet the HDLC Guidelines. Suggestions were made about potentially redesigning it so that it was detached from the building, similar to the footprint of the outbuilding shown in the Sanborn Map.
06/15/22: An HDLC violation was created for various items, including the construction of the new screened in porch and deck.
11/20/17: Current owners bought the property.
03/16/17: Commission voted to grant retention of the installation of new front porch, entablature, rear balcony, and gable windows of a Landmark building done without a CofA.
02/14/17: The ARC recommended conceptual approval of the installation of new front porch, entablature, rear balcony, and gable windows with the details to be worked out at the Staff level.
02/9/17: A Stop Work was posted by HDLC for work without permits.
08/30/13: Felicity Street Redevelopment sold the property.
2011: Permits were issued for the renovation of the building to correct Demolition by Neglect violations.
10/22/10: Building became a designated Landmark.
