HDLC Guidelines:
Entrance doors serve an important role in regulating the passage of people, light and air into a building, as well as providing a threshold separating the exterior and interior. Historically most doors were wood and varied stylistically based upon the building design. Door styles tend to correspond to the architectural style of the building and are considered an important exterior building feature. The HDLC Guidelines require that replacement doors must be appropriate for the building's period and style and note that there are many commercially available replacement doors which are not considered appropriate for installation on historic buildings.

Staff Recommendations:
FEMA survey and Sanborn map research indicates the existing building was constructed sometime after the 1950 Sanborn map, so it is considered Non-Contributing rated. The existing building was substantially modified over the years and does not appear to have a specific architectural style.
HDLC received a neighbor complaint in January 2023 that substantial interior and exterior work was being completed at the building without a building permit or CofA issued. HDLC completed a site inspection at that time, verified the extent of exterior work, and placed a Stop Work Order. Subsequently, the applicant has worked with HDLC Staff to review all exterior work completed and all other additional proposed exterior work.
While some of this exterior work was approved after-the-fact at Staff level and the applicant has agreed to correct other items (such as the removal of the new garage trellis encroachment), the four Craftsman style doors installed without a CofA are not Staff approvable. While the doors appear to be constructed of wood, the glazed multi-light portion does not utilize an appropriate muntin grid. For example, the divided light grid is not simulated divided light and only has an interior and exterior muntin and appears to have no spacer bar between the glass. These muntins are also 1.5" thick where an approvable historic wood door or window dimension would be closer to a maximum of 7/8". Additionally, the overall building is not Craftsman in design or detailing and installing an inconsistent door style may cause confusion about the period/style of the building and whether or not it is historic.
However, the applicant has confirmed they would like to request retention approval for these four doors to remain as-installed. Based on the amount of varied design changes that are being implemented on the building exterior, Staff cannot support the installation of an inappropriate door style with inappropriate detailing. However, based on the Non-Contributing rating of the building, Staff has no recommendation and leaves the decision to the discretion of the Commission.
Case History:
02/16/2023: Applicant works with HDLC Staff to review proposed exterior work (after-the-fact) and applicant confirms they want to request retention for installation of inappropriate Craftsman style doors installed without a Certificate of Appropriateness.
01/24/2023: HDLC places a Stop Work Order on the property. Applicant submits non-structural renovation and CofA application.
01/17/2023: HDLC receives neighbor complaint that building is being fully renovated, including exterior modifications, without a building permit or CofA issued.
