Over the past several months, Indiana has been actively engaged in redesigning the Medicaid waiver system. This process, often referred to as the Waiver Reset, will shape how services are defined, delivered, funded, and accessed for years to come.
As part of the Waiver Reset process, the Music Therapy Access Coalition Foundation (MTACF) submitted a formal letter to members of the DDARS Advisory Council, and HSRI outlining our feedback, concerns, and recommendations related to music therapy and broader service access within the waiver system. This input is informed by our ongoing participation in all feedback sessions and is intended to directly address the recommendations and considerations currently being discussed.
We are sharing this letter publicly for one reason: transparency.
Advocacy should not happen behind closed doors. Families, providers, and community members deserve to see what feedback is being submitted, what priorities are being raised, and how lived experience is being translated into policy recommendations.
This letter reflects the collective perspective of two large Indiana music therapy providers serving more than 700 waiver participants across CIH and FSW programs, as well as the broader coalition of therapists, families, and stakeholders whose voices MTACF exists to carry forward. Our goal is to align with the existing vision of the Waiver Reset and help ensure its success by sharing clinical evidence, practical implementation insight, workforce realities, and the experiences of those most impacted by these decisions.
The recommendations shared focus on:
Ensuring appropriate representation of music therapy within advisory structures
Supporting research-based, functional assessments
Protecting service flexibility and provider capacity
Improving communication and transparency
Preserving access through sustainable rate structures
Strengthening accountability while honoring clinical realities
We believe the Waiver Reset presents a real opportunity to improve access, equity, and outcomes — but only if community voices are actively included.
