The MetRe project (phase 1) has carried out a systematic and critical review of existing toolkits designed to measure land rights and governance around the world. In recent years, many initiatives have developed such tools, based on interviews with experts, practitioners, community representatives and ordinary residents. These tools offer valuable insights into the empirical approaches currently used to understand land tenure and governance.
In this context, we reviewed frameworks to measure land rights –the “toolkits”– developed by major international organisations and selected 20 for in-depth study. We reviewed the most recent version of each toolkit and, where possible, compared it with the original and a draft. In total, this process brought together 43 questionnaires in our first round of research, which form the basis of this Library. The result is an unprecedented catalogue of land rights questions, an accessible resource to inspire and guide those developing new or more detailed toolkits, from development agencies to community organisations, researchers and others. The Library is organised into seven thematic sections - our ‘bookshelves’ - each corresponding to a key area of land rights measurement and governance.
