Much like Phase I, Flansburgh Architects established a Working Group to help take the conceptual program elements from the Master Plan to the next level of detail with better defined spatial/program relationships and adjacencies, dimensioned spaces and clear expectations of building systems, construction materials and FF&E (furniture, fixtures, equipment), etc.
This work supported a detailed cost estimate needed for the Board's determination to call a Special Town Meeting and to place the project on the Spring election ballot (see schedule detail, below). The Educational Facilities Planning & Building Committee (EFPBC), School Committee and Finance Committee members who participated in the Working Group kept their respective committees informed of progress and provided opportunities for feedback along the way. In addition, several presentations were made to the Board of Selectmen and Town Management for feedback.
With the approval of Special Town Meeting on March 8th as well as a majority of voters at the Spring General Election on March 27th, Phase II of the Expansion Project would move immediately into the Design Development phase. From this point through completion of design documents, bidding and construction itself, the Project would be overseen and managed by the EFPBC in partnership with the Town's Engineering & Planning office and Town Manager, who acts as Winchester's Chief Procurement Officer.
The EFPBC has effectively managed a number of large school building projects delivered on schedule and on -- or under -- budget, including the McCall E-Wing (2007), Modular Classrooms at Muraco & Ambrose (2009), Parkhurst School renovations (2011), new Vinson-Owen school (2012) and the rebuilt/expanded Winchester High School (2015-17).
