I’ve created and edited a great deal of content over the years, and what I've learned is that content needs to address needs and problems customers are expressing, and then it needs to be carefully crafted, properly SEO optimized, promoted, and then tracked to gauge its effectiveness. That information, of course, is used to plan future content.
