Insurance Option : 

You don't need to take out insurance in the event that the race is cancelled, either by a prefectural order or a decision taken by the event organisers.  If that happens, you will be given the option of a refund of 80% of your registration fee or a postponement of your registration for the following years race.

You do have the option to take out an individual cancellation insurance in case of you are unable to participate for personal reasons.
