Making a case for retaining local talent than only sourcing talent from outside

My view on why talented Indians avoid coming to Japan. Unlike US, India’s bright talent (some rare exceptions) do not look at Japan as the most preferred destination to build a career. Glass ceilings, Transparency of career progression, Corporate politics complicated by cultural hurdles etc.. are the primary contributors. Japanese corporations need to think thru these basic elements if it wants to “retain” not just “attract” talent.
The second generation of Indians in Japan (kids of Indian IT professionals) will be very soon entering the workforce and they too look westward. So Japan should think about retention of this generation than looking always at attracting talent from India.
Also Japan should consider growing their own global talent. I have a daughter who's a high school student and attends an Indian international school in Tokyo's Koto Ward. When the school opened in 2004, it only had Indian students.
But around 2007, Indian-style calculations became popular, and I edited and wrote books on the subject (Shinyusha's "Indra Indian-Style Calculation Puzzle: Magical Calculation Puzzles that Make You Good at Numbers While Playing"). It was around that time that Japanese children started enrolling.
Currently, there are 6 Japanese students in my daughter's class, and 12 are Indian. These children are living in Japan as Japanese or Indian nationals, but they're also experiencing a global culture. By the time they go out into the world, they'll likely become talent which is global in its worldview but distinctly local roots.
There are enough international schools in Japan that are churning such talent pools. Unfortunately we lose them to US and other global markets. If we find a way to retain this pool, thats the next gen Japan which will have a bright future. A Japan where retaining the homegrown global talent ensures self-sufficiency in the long term.
