ਮੁੱਢਲੀ ਸਿੱਖਿਆ ਦਾ ਤੇਜ਼ੀ ਨਾਲ ਡਿੱਗਦਾ ਮਿਆਰ
ਕੁਝ ਦਿਨ ਪਹਿਲਾਂ ਅਮਰੀਕਾ ਦੇ ਵਾਸ਼ਿੰਗਟਨ ਸ਼ਹਿਰ ਵਿਖੇ ਸਥਿਤ ‘ਸੈਂਟਰ ਫਾਰ ਗਲੋਬਲ ਡਿਵੈਲਪਮੈਂਟ’ ਨਾਂ ਦੇ ਅਦਾਰੇ ਵੱਲੋਂ ਤੀਜੀ ਦੁਨੀਆ ਦੇ ਦੇਸ਼ਾਂ ਵਿਚਲੇ ਸਿੱਖਿਆ ਦੇ ਡਿੱਗਦੇ ਮਿਆਰ ’ਤੇ ਇਕ ਖੋਜ ਪੱਤਰ ਜਾਰੀ ਕੀਤਾ ਗਿਆ।
ਉਸ ਖੋਜ ਪੱਤਰ ਵਿਚਲੀਆਂ ਲੱਭਤਾਂ ਸਦਕਾ ਸਬੰਧਤ ਤੀਜੀ ਦੁਨੀਆ ਦੇ ਦੇਸ਼ਾਂ ਦੀਆਂ ਸਰਕਾਰਾਂ ਦੀ ਕਾਰਗੁਜ਼ਾਰੀ ਸਬੰਧੀ ਤੱਥ ਸਾਹਮਣੇ ਆਏ
ਹਨ। ਇਹ ਖੋਜ ਤਕਰੀਬਨ 87 ਵਿਕਾਸਸ਼ੀਲ ਦੇਸ਼ਾਂ ’ਤੇ ਕੀਤੀ ਗਈ ਜਿਨ੍ਹਾਂ ਵਿੱਚੋਂ 56 ਦੇਸ਼ਾਂ ਦੇ ਵਿੱਦਿਅਕ ਮਿਆਰ ਵਿਚ ਵੱਡੇ ਪੱਧਰ ’ਤੇ ਗਿਰਾਵਟ ਦਰਜ ਕੀਤੀ ਗਈ ਹੈ।
ਇਸ ਡਿੱਗਦੇ ਮਿਆਰ ਨੂੰ ਮਾਪਣ ਲਈ 1960 ਦੇ ਦਹਾਕੇ ਨੂੰ ਆਧਾਰ ਮੰਨਿਆ ਗਿਆ ਹੈ।
ਸਾਖਰਤਾ ਦਰਾਂ ਦੇ ਇਹ ਨਤੀਜੇ ਵਿਕਾਸਸ਼ੀਲ ਦੇਸ਼ਾਂ ਵਿਚ ਸਿੱਖਿਆ ਦੀ ਗੁਣਵੱਤਾ ਵਿਚ ਸਮੁੱਚੀ ਖੜੋਤ ਦੀ ਤਸਵੀਰ ਅਤੇ ਕੁੱਲ ਦੇਸ਼ਾਂ ਵਿਚ ਸਿੱਖਿਆ ਦੀ ਗੁਣਵੱਤਾ ਵਿਚਲੇ ਪਾੜੇ ਨੂੰ ਪ੍ਰਗਟ ਕਰਦੇ ਹਨ।
ਇਸ ਖੋਜ ਅਨੁਸਾਰ ਦੁਨੀਆ ਭਰ ਵਿਚ 50 ਸਾਲਾਂ ਦੇ ਸਮੇਂ ਦੌਰਾਨ ਸਿੱਖਿਆ ਦੀ ਗੁਣਵੱਤਾ ਵਿਚ ਕਿਸੇ ਵੀ ਤਰ੍ਹਾਂ ਦਾ ਕੋਈ ਸੁਧਾਰ ਨਹੀਂ ਹੋਇਆ।
ਇਸ ਅਧਿਐਨ ਵਿਚ ਪਾਇਆ ਗਿਆ ਹੈ ਕਿ 1960 ਦੇ ਦਹਾਕੇ ਦੌਰਾਨ ਪੰਜ ਸਾਲ ਦੀ ਸਕੂਲੀ ਸਿੱਖਿਆ ਪ੍ਰਾਪਤ ਕਰਨ ਵਾਲੀਆਂ ਭਾਰਤ ਦੀਆਂ ਬੱਚੀਆਂ ਨੇ 1990 ਦੇ ਦਹਾਕੇ ਵਿਚ ਸਕੂਲੀ ਵਿੱਦਿਆ ਪ੍ਰਾਪਤ ਕਰਨ ਵਾਲ਼ੀਆਂ ਬੱਚੀਆਂ ਨਾਲ਼ੋਂ ਵਧੀਆ ਕਾਰਗੁਜ਼ਾਰੀ ਦਿਖਾਈ ਸੀ।
ਇਨ੍ਹਾਂ ਦੇਸ਼ਾਂ ਵਿਚ ਆਮ ਵਿਦਿਆਰਥੀ ਮੁੱਢਲੀ ਸਾਖਰਤਾ ਅਤੇ ਅੰਕੜਿਆਂ ਦੇ ਹਿਸਾਬ-ਕਿਤਾਬ ਦੇ ਮੁੱਢਲੇ ਹੁਨਰ ਵਿਚ ਵੀ ਕਾਫ਼ੀ ਕਮਜ਼ੋਰ ਹਨ।
ਭਾਰਤ ਦੇ ਵਿਦਿਆਰਥੀਆਂ ਦੇ ਸਿੱਖਿਆ ਪੱਧਰ ਦਾ ਜਦੋਂ ਕੌਮਾਂਤਰੀ ਸਿੱਖਣ ਦੇ ਮਾਪਦੰਡਾਂ ਦੇ ਪੱਧਰ ਉੱਤੇ ਮੁਲਾਂਕਣ ਕੀਤਾ ਗਿਆ ਤਾਂ ਇਹ ਸਾਹਮਣੇ ਆਇਆ ਕਿ ਵਿਦੇਸ਼ੀ ਵਿਦਿਆਰਥੀਆਂ ਦੇ ਹੇਠਲੇ ਪੰਜ ਫ਼ੀਸਦੀ ’ਚ ਆਉਂਦਾ ਹੈ।

Rapid decline in the standard of primary education
A few days ago, the Center for Global Development in Washington, US, released a research paper on the deteriorating quality of education in third world countries.
The findings of that research paper have revealed facts about the performance of the governments of the third world countries concerned.
The research was conducted on nearly 87 developing countries, of which 56 countries have reported a large drop in educational standards.
The 1960s have been considered the basis for measuring this falling standard.
These results of literacy rates reveal the overall stagnation in the quality of education in developing countries and the gaps in the quality of education in total countries.
According to this research, there has been no improvement in the quality of education in the world over a period of 50 years.
The study found that girls in India who received five years of schooling during the 1960s performed better than girls who received schooling in the 1990s.
Normal students in these countries are also considerably disadvantaged in basic literacy and numeracy.
When the level of education of Indian students was assessed at the international standards of learning, it was found that foreign students were in the bottom five per cent.

Hace unos días, el Centro para el Desarrollo Global en Washington, Estados Unidos, publicó un trabajo de investigación sobre el deterioro de la calidad de la educación en los países del tercer mundo.

I chose the Punjabi language because, in another class, we watched a movie where an American man's job was outsourced to India, to showcase culture shock, and Punjabi is spoken in that region. I also thought it would work well for this project because I am not familiar with the language whatsoever. The translation that Matecat did in both English and Spanish was pretty consistent, maybe too consistent. The Spanish translation was very similar to the English one, not just in meaning, but also in structure and word selection; it almost seemed like I used the English translation as the source text and Matecat did a very literal translation of that. It could be due to the source language that I chose, but the English translation sounds more natural, whereas the Spanish translation almost sounds like it's mimicking the English translation. There are a few considerable differences, however, and those do work more naturally with the way Spanish works.
