Section 1: Introduction
How We Fill Out Reports!
Part of being a Law Enforcement Officer is filling out a solid, detailed, and accurate report. Departments function on paperwork, and it's your job to make sure it's accurate and correct for a variety of reasons… primarily for finding the report if needed, and if used in conjunction with warrants and filing for warrants.
Filling out a report should include the list of charges a criminal has committed, details of the incident, your name and call, and the report number. Make sure your callsign is under incident and make sure all reports are detailed. That's a huge thing, we have to make sure reports are also understandable.
1) Correct dispatching - Dispatching and being able to correctly use comms is essential for being an officer/trooper. Firstly you will contact dispatch via a correct comm use ‘[Callsign] To Dispatch’ Dispatch will then forward you or tell you to send it and your next response will be “[Callsign] send”. You will then send the information as it goes distinctly. This will be the situation (10-15, 10-80, 10-70, etc.) You will proceed, only if you can, to describe the suspect, their vehicle, any 10-50’s, etc. Furthermore, you will tell dispatch of your current 10-20 location, which will be displayed in the bottom left (E.g. Smoke Tree Road, East Joshua Road, Marina Dr. Airfield in Sandy Shores). Lastly, you will state if you require any additional units on the scene or any supervisor or specialized divisions. An example: “Going to be 10-11 with a black 4-door sedan, final 10-20 is on East Joshua road, facing East near the gas station in Sandy, 10-32, 10-71, code 2”. This is how dispatching should be, however, you may miss out on description or vivid description if need be, say you are under fire or are primary in a 10-80 and you have a secondary.
2) Speaking to civilians - At all times, as an officer, you must be respectful to civilians unless you are giving out the commands necessary. If they decide to throw insults or become verbally aggressive (Excluding threats, acts of violence, or self-harm) you will NOT return any insults or retaliate in any such way...
3) Speaking to higher-ups - At any given time you are to address a superior with formality and respect with no edge of mockery. You are to address them “Sir/Madam” or you may address them by their ranks such as Sgt. or Lt. In doing so they will treat you back equally with respect. This is also a good simple way of getting a good word put in for you however under no circumstance ask (unless you have proof of hard work) for a promotion or specific rank.

1) Miranda rights - ”You have the right to remain silent.”
”Anything you say can and will be used against you in a court of law.”

2) Explanation - These rights are to be read to someone currently being charged and arrested with a crime or on suspicion of a crime until further notice. These Miranda rights in a simple way mean that you do not have to admit to guilt, you do not need to answer the questions officers may give you, and/or you may stay completely quiet. Anything you as a suspect or person of a serious offense, say or do audibly or visibly, will be presented as evidence in court. You can ask and have a lawyer present, and if you do not have the acceptable money for one, you may be provided one at the expense of the Court/State government. If the subject decides to stay quiet for the question “Do you understand these rights read to you?” then you may proceed and take the silence as an act of expression of their rights. Following up with these rights, you will tell them the charges being pressed and the offenses they have committed and/or are suspected of committing.

Promotion
As recruits are admitted to the department, they are initiated within the cadet division. Within this division, cadets are to complete all training and ride along to reach the probationary stage. Once the cadet has shown competence with the basic standard of procedure of law enforcement, they are then ready for the officer, trooper, and or deputy status.
To progress further within the department, units will need to continue expressing core standards of procedure to receive a promotion.

SWAT (Special Weapons and Tactics)
Requirements:

Approved by Command Staff.

Must Pass Physical Fitness Requirements (Minimum of 75% in Stamina and 50% in Strength).

HEAT (Highway Enforcement of Aggressive Traffic)
Requirements:
Must be in good standing within the department.
There must be no active disciplinary actions (which can be reviewed on a case-by-case basis).
Must be active, well-mannered, and showcase professionalism while on patrol.
Must pass HEAT Exam.
HEAT is one of the core functions of traffic/speed enforcement. HEAT Unit operations utilize specialized patrol vehicles and detection equipment to address these traffic concerns. These teams are directed to areas experiencing high crash rates, excessive reckless complaints, and complaints of general violations.
If available, at least one HEAT Unit will participate in a pursuit. Whether they have to catch up or not. The HEAT Unit does NOT have to be primary but can assume the role if the marked unit is failing to keep up with the pursued vehicle.
HEAT Units must have a passion and a high amount of respect for all traffic/speed enforcement situations and safety for the well-being of the public.
All HEAT Units are held at a superior level to standard officers and are expected to maintain that level at all times. Officers failing to uphold the unit's standards will receive disciplinary action and/or removal of HEAT certification.
Reckless driving or any action regarded as a misrepresentation of HEAT will not be tolerated on any level.
AIR-1
Requirements:
Must receive from supervisor/command.
Must be in good standing within the department.
There must be no active disciplinary actions (which can be reviewed on a case-by-case basis).
Must be active, well-mannered, and showcase professionalism while on patrol.
Crisis Negotiation Techniques (CNT)
Requirements:
Must pass Crisis Negotiation Techniques (CNT) Exam.
If you hold a High Command position in PD you cannot hold a High Command position in Fire & EMS Rescue or a leadership position within the Department of Justice.
If you hold a High Command position in a Gang or Criminal Organization, you cannot hold a High Command position in PD, Fire & EMS Rescue, or a leadership position within the Department of Justice.
If you are going to be off-duty, go off-duty. Switch your job to not show as an LEO unit in the MDT.
“If you’re off duty – you are required to act if you witness a felony.”
No Relations with Criminal Entities
As law enforcement officers, you must maintain the highest levels of integrity and professionalism. Being employed by, and having friendships with gangs, criminal organizations, and convicted felons are strictly prohibited while on or off duty.
Such relationships can compromise law enforcement's ability to perform duties effectively and impartially.
Refrain from forming any such friendships and report any instances where you suspect such relationships exist among your colleagues.
Officers are expected to provide basic first aid at a minimum to injured persons. (Treat the most severe first, with no priority for officers over suspects) At a minimum, you should aim to talk to the subject and ensure they are conscious or attempt to wake them, hold pressure on any traumatic bleeding wounds, and apply gauze/tourniquets to affected limbs.
Request for Fire & EMS Rescue if they’re on active duty
Do your best, we don’t expect paramedic-level treatment. You should immediately call for higher care as necessary and provide aid until their arrival. Failure to attempt to treat an injured party will result in disciplinary action.
Fear RP is not allowed. This means that you are to value your life at all times and act accordingly in situations.
For example, if you have a gun pointed at you, then you are to listen to commands given by the person holding the gun or anyone affiliated with that person to ensure your survival.
Section 2: Force of Continuum
A use-of-force continuum is a standard that provides law enforcement officers with guidelines as to how much force may be used against a resisting subject in a given situation.
IF ANY LAW ENFORCEMENT OFFICER FINDS THEMSELVES FORCED INTO A SITUATION WHERE FEARING FOR THEIR LIVES IS PRESENT (I.E. VASTLY OUTNUMBERED BY CRIMINALS) FORCE FOR FORCE CAN BE WAVED).
Example: There are numerous criminals, multiple Officers are downed and you’re the last Officer alive. This type of situation is classified as fearing for your life and where you can upgrade your Class of weapon.
Level 1: Uniform Presence. (For example, just your presence of being there, may make people follow the laws)
Level 2: Verbal communication. (Example, Direct communication, trying to speak with people, whether non-hostile to get them to calm down while somebody is resisting)
Level 3: Non-weapon strategies. - (Example, Restrainments, trying to restrain someone walking or standing still)
Level 4: Non-lethal weapon strategies. (for example, Tasers, when somebody doesn’t follow your orders after multiple warnings, down them)
Level 5: Disengagement.
Level 6: Deadly force. (Ex. Shotgun or Rifle to kill someone Only use if life's in danger!)
1) Officers may use one level above the citizens within reason:
Wrong Example - "Hey officer!" *You restrain him*
Correct Example - "No way officer, I’m not gonna get out of the car." *After multiple warnings to tell him to get out of the car, you roleplay to break the window and pull them out and restrain them*
Wrong Example - Citizen walks towards you. *You tase him*
Correct Example - Citizen runs from you after multiple warnings. *You tase him*
Wrong Example - Citizen gets into a vehicle accident with you. *You get out and kill him*
Correct Example - Citizens run you over when you walk across the street. Citizens turn around and floor it towards you. *You kill him or shoot his car to protect yourself*
Rules to remember:
Treat all guns as if they are always loaded.
Never let the muzzle point at anything you are not willing to destroy.
Keep your finger off the trigger until your sights are on target and you have made the decision to shoot.
Be sure of your target and what is behind it.
Never have a firearm out (or taser) unless you are actively in an incident involving a weapon or have a reason to use these tools.
A routine traffic stop is no reason to have any weapon out unless you are placed in danger via violent resistance or other acts (learn Use of Force Continuum).
Right-click your mouse muscle (or L trigger on a controller) to Aim down sights.
If you do not have the option equipped to see down sights always, ensure you ADS using your scroll wheel on the mouse forward.
Difference/understanding of what you can use deadly force for. This includes Police Officers and Civilians.
Civilians have the right to defend themselves. This means that if someone is actively attacking them, they can use their firearm to defend their life.
The same goes for Police Officers. However, someone attacking your property does not give you the active function of “Self Defense”, and using lethal force on someone actively destroying your property is against the law. The police and civilians alike will follow this law. If you are on the scene of a shooting and you speak with the person involved who shot another civilian and they state the following:
“He was kicking my vehicle and damaging my car, so I shot him”.
You will enforce the law as this is not considered a Stand Your Ground Self-Defense case, it is now considered Murder.
As a police officer, the same rules apply to you. You can defend yourself when you are actively being attacked. Someone running away from you, unarmed does not give you the active right to shoot someone in the back. If that suspect is armed and turns around to fire at you, you now have the right to fire at them.
Someone aiming a firearm at you IS ACTIVELY ENGAGING YOU - even if they do not fire a shot - it is not your job to assume they “won’t fire” their gun if it is pointed at you.
Be aware of your surroundings - understand that a person with a knife can quickly kill you and they are a threat. ORDER the suspect to drop the weapon and get on the ground. Gain compliance.
Tasers are okay to have out during Code 2 calls or contacts. During a traffic stop, a taser is okay to have presented and down.
As a law enforcement officer, it is your responsibility to assess the situation and potential threat before engaging in a conflict between two opposing parties. Your goal should always be to de-escalate the situation and prevent harm to yourself, other officers, and the public. If you encounter reckless or hostile individuals, your priority must be to try to stop them peacefully, without resorting to violence. However, if the situation escalates and the lives of yourself or others are in imminent danger, you may be forced to use force to protect yourself and those around you.
It is important to remember that the use of force should always be a last resort and should be proportionate to the threat that you are facing. You are trained to handle difficult situations with professionalism, and you must remain calm and composed in high-pressure situations. By following these guidelines, you can help to ensure the safety of yourself, your fellow officers, and the public you are sworn to protect.
When an active scene takes place that requires large-scale law enforcement mobilization, an officer will take scene command. (If a supervisor is present or available, this will usually be them) This individual identified as scene command will issue instructions to ensure the efficient resolution of the scene.
When this is occurring, it is vital that radio traffic be kept to only essential traffic, and more essential than normal that 3-5 seconds are held between communications to make sure traffic is clear, and not cluttered. Do not panic, do not shout where possible, and clear coms result in a coordinated scene.
Scene priorities include
Containment - ensuring that suspects cannot flee the scene and endanger further civilian life.
Time - Containing a scene provides law enforcement time to safely resolve the incident.
Measured response - Time permits a coordinated response from law enforcement to enact a solution.
Where Detectives are available, they can be called in to provide negotiation during barricade situations. If none are available, a volunteer can fulfill the same role.
Fire and medical assets are not to be called in until a scene is code 4 (safe) unless Tactical EMS assets are on standby, at which point they can respond immediately and provide on-scene care.
Stage any fire/medical units a safe distance away until needed.
Should a suspect barricade themself inside a store, house, or other building, and then flee, there must be officers left on the scene to clear the structure of any threats or gather any evidence left behind. This also goes for cars ditched or other evidence tossed by suspects.
Target Identification
When involved in an incident, ensure you are always identifying targets. It is your responsibility to ensure you are utilizing force against the correct persons. Coordinate with other LEOs on the scene and ensure you identify them before firing.
When moving through an area with an obstructed view, or a building, immediately call ‘BLUE’ when seeing another LEO to ensure they know you are friendly. (Be mindful of voice radius)
If you cannot safely take a shot because of; obstructed visibility, the presence of hostages, or other contributing factors, HOLD FIRE.
It is safer to wait than to accidentally engage a hostage, civilian, or LEO. (Remember that in real life the buildings around us are not solid boxes in a video game, but potentially businesses or homes with people inside, be mindful of this.)
AI are considered civilians and the use of force against them follows the same principle.
Do not get tunnel vision within a scene, always keep situational awareness of the larger picture. Always ensure you are aware of your surroundings at all times, what is in front of, behind, or near a target or friendly unit.
Ensure at all times you are considering cover… not firing is a lot safer when you have somewhere to hide from the bullets.
Officer Discretion
As a Law Enforcement Officer, you hold a lot of power in your hands. Circumstances depend, you can utilize your best judgment to resolve a situation the best way you feel. In non-felony cases, or in cases without a direct victim that wishes to press charges, you may reduce a charge to a citation instead of arrest (A fine, with no jail time that still counts as the charge) or a warning, written or verbal for what took place. Remember that civilians have lives, and our charges can change the path of their character’s story. Accidents happen, and in real life, law enforcement understands that. Use your judgment, and be a human being.
Subject Searches
All Subjects should be searched upon arrest, this includes before being placed in a vehicle and after release from the hospital even if searched prior (In case any items have been taken during their stay) When a female requests a female officer for a search, they should be obliged where possible, and if it is not possible, should understand that there isn’t one available and that a search will be conducted (over clothing only) in front of body camera and dash camera for their and the officer’s safety. No member of the opposite sex should search a subject below their base layer of clothing (Under an item of clothing next to their skin) under any circumstances. (If this is required, and no member of the subject’s sex is available for a search, you may utilize county officers at this time. Items found under a subject’s clothing should be verbally identified for the camera and subject before being removed as carefully as possible.
Probable Cause - "[P]robable cause [exists] when there is a reasonable basis for believing that a crime may have been committed (for an arrest) or when evidence of the crime is present in the place to be searched (for a search)". The reason I say this is because if you pulled someone over or restrained them, and they say “Why was I pulled over or restrained?”, you have a reason and could tell them.
1) Forms of detaining - Placing one in restraints for detaining purposes consists of investigating a crime and having too many subjects and not enough officers (officer safety). Placing one under arrest does not mean they are in cuffs. Specifically stating you are detaining them or placing them under arrest is a lawful order as long as there is reason to believe or without a reasonable doubt a crime has been committed, a crime is in progress, or a crime was being conspired.
2) Detaining is also the simple task of making sure one does not leave a corresponding area for reasons of safety such as getting them to kneel with their hands on their head while you wait for additions or a supervisor. This is mainly for safety or investigation.
3) Restraining one is the simple act of physically binding a subject or pinning said subject down. This is done most formally such as through cuffs.
4) Arresting one is the action of placing one under the current custody of that officer and his department until a court hearing. This means that the subject is to be read his rights and told his charges, then taken to the nearest department PD and placed into a cell or to be transported to jail for their crimes.
Note: All transportation of suspects is conducted routinely (no lights or sirens).
Officers need to maintain arrest and citation records to provide an accurate criminal record for civilians. When a civilian is given a citation, written warning, or arrested, the information about that citation or arrest needs to be inputted into the MDT system.
**NOTE**
You must roleplay acquiring the person’s details, either through the information they give to you, ID documents they give you, or fingerprints. You may also identify them by asking for their full name and date of birth and roleplaying comparing their photograph to the person in your custody.
Ensure that an arrested party is uncuffed before you utilize the jail command and they are sent to prison.
Every arrest and citation filed in the MDT should have short officer notes attached. Failure to include any arrest notes will result in the automatic removal of the charge if the civilian contests it, whether they are guilty or not.
A short descriptive note should be attached. Long descriptions are not necessary, only vital information.
If a suspect is not already in custody, the officer can submit a warrant through the DOJ. This needs to be done within 24 hours after the crime happened.
Note, that investigations are not limited to the 24-hour rule for warrant requests.
Your warrant should include the following:
Suspect
Charges
Summary of the evidence proving the crime and identification of the suspect.
If additional evidence is needed and the person is not willing to let Investigators search their property, Investigators will submit a search warrant request. The warrant will include:
Location to be searched
Property owner
Scope of the search - What you expect to find and why you expect to find it (Evidence).
In some instances, you will be required to investigate a scene to ascertain enough
information to conclude if a crime has been committed.
Example: A shots fired call has been alerted to police at Pill Box -
There are 3 people around and a person lying in a puddle of blood.
Your next steps are as follows:
Advise Dispatch / Call for backup
Render aid to the victim
Officers on the scene need to detain all subjects on the scene and separate them. When questioning suspects or witnesses you need to think about:
WHO - Who was involved, who did what crimes, etc
WHAT - What happened specifically
WHEN - When did it happen
WHERE - Where did it happen
WHY - Why did this incident take place, to begin with?
Investigating the scene requires you to prod, poke, and ask as many questions
as possible to gain information about the crime at hand. This could lead to extra arrests.
You MUST HAVE PROBABLE CAUSE TO ARREST SOMEONE
You DO NOT NEED PROBABLE CAUSE TO DETAIN SOMEONE
However, you need reasonable suspicion that they committed a crime, to begin with, or are a flight risk/officer safety hazard. Understand that people will lie to you. You need to be able to understand when people are lying and try to read through them. This is why you separate suspects. Get their side of the story. If all suspects are telling the same or about the same story, you can make a judgment call.
All officers FIRST ON SCENE will be the initial officers involved. Your job is to
secure the scene, call for backup, and ensure that no other crimes take place.
In some instances, you will be required to investigate a scene to ascertain enough
information to conclude if a crime has been committed.
Section 3: Traffic Stops
The first step in a traffic stop is to communicate it with dispatch and inform them of your intent to pull over a vehicle, including Location, License Plate, Direction, # Passengers, Make/Model of vehicle, and if you require any additional units.
Make sure to keep your emergency lights on at all times during the traffic stop. Your vehicle should be placed on a diagonal with the driver’s side door behind the rest of the car. This is to prevent being run over by an uncooperative suspect.
Before leaving your vehicle you should ask the suspect to turn off the vehicle and wind the window down on the driver’s side. This is important, making sure they have their engine off can save us seconds if they decide to take off.
On your way to the driver’s side door, conduct a plate check or ask dispatch to run a plate for you. Then go introduce yourself with Rank, Name, and department. Make sure to inform them of the reasoning for the traffic stop and ask for a License, Registration, and any proof of insurance. Allow the driver to explain the reasoning for violating traffic laws.
Issue a warning or citation (officer's discretion) and the reasoning why. Also, hand the citation to the occupant and request a signature (for example: “Sir, today your fine will be $750 for reckless driving, please sign on the dotted line, this is not an admission of guilt just proof of your knowledge of this citation”) After they have signed the citation inform them that they are free to go once you’re back in your vehicle with lights off. Be sure to farewell them and wish them safety. (You might make someone’s day just by wishing for their safety. That is the rapport we can use in the future.)
A basic routine traffic stop:
You saw a traffic infraction, and have called out to dispatch your traffic stop charges.
You park your vehicle correctly - safely.
You make contact with the driver and tell them why you’re stopping them.
You ask for identification / ask for their driver's license.
You write a ticket or warning.
You have the driver sign on the ticket or warning.
You advise them they’re free to leave when you turn your lights off.
A felony traffic stop:
You are making contact with a possible felony suspect.
You have called dispatch and advised them of the “code 5” stop.
You have a backup park in the approved / Safest area.
You stay back - ordering the driver and passenger(s) to show their hands.
You have the driver turn their vehicle off “/engine”.
You order the driver to toss the keys “/me toss keys”.
You order the driver out of the vehicle - (if compliant) - order the driver to go “into their eyes” meaning the first-person view.
Have the driver walk backward to the sound of your voice (“Back back back, stop”).
Once the driver is stopped - have one Officer train their firearm on the suspect while another officer handcuffs the suspect.
Place the suspect into the back of your vehicle.
Repeat for passengers -keys.
A code 5 stop is used for apprehending suspects who are wanted via a warrant or are armed and dangerous with some kind of weapon. It consists of 2 or more officers parking their vehicles; a hood facing towards the target vehicle with front-facing doors open for cover, and then one or more units with lethal AND non-lethal weapons to apprehend the suspect in question. The commands given out by the lead unit will ALWAYS be the first unit on scene and/or the unit calling in for a code 5 in the first place. This unit is also the unit that would have the non-lethal taser out as well. They will issue the basic commands of “Turn the engine off and keep your hands where we can see them. Slowly step out of the vehicle facing forward and away from us. (In the first person) Slowly walk back to the sound of my voice till I say stop. Stop! Kneel on the ground and do not move!” This is the simple command list that should be given from the lead unit to suspect(s) within the vehicle.
Times to be applied
A code 5 is usually applied to a traffic stop (10-11) in which the primary unit calls in for multiple additionals with a code 3 response. However, another way code 5 is applied is during the end of a pursuit (10-80) in which 3 or more separate squad vehicles box in a suspect which they will then proceed to exit the vehicle and initiate a code 5.
Crossfire
One very important thing is constantly having the thought of crossfire on your mind. You must watch your field of view, know where your team is, know what they are thinking, and plan as “great minds think alike” and this is crucial as an officer. Crossfire defines the possibility of shooting a fellow Officer or bystander in your field of view and therefore applying risk to their person. Never raise your weapon if an officer is within your 45-degree field of view! Never aim your weapon at a fellow officer at any given time. This applies both to lethal and non-lethal situations.

Unless specified otherwise by a supervisor; a pursuit should consist of no more than (3) vehicles. The primary unit, the lead unit in the pursuit, whose primary focus should be on driving; the secondary unit, the secondary unit in the pursuit, should focus on accurate radio callouts (I.E: Direction, street, landmark, or postal code: “Northbound Alta Street passing postal 370”); the tertiary unit should attempt to parallel the pursuit and prepare to regain visual (if lost) or deploy spike strips if requested by a supervisor.
Additional units may attach (up to 2, or several units equal to the number of occupants) if the fleeing vehicle begins operating their vehicle in a form that is dangerous to the general public or law enforcement. (Ramming law enforcement or shooting from the vehicle.)
While in a pursuit - if fired upon, officers are permitted to return fire in self-defense or the defense of another. Shooting at speeds over 100 mph is considered highly dangerous and should be avoided if possible.
Each pursuit is limited to the number of officers that can be present on the scene - please refer to "Officer Scene Limit."
Pitting
The PIT begins when the pursuing vehicle pulls alongside the fleeing vehicle so that the portion of the pursuer's vehicle forward of the front wheels is aligned with the portion of the target vehicle behind the back wheels. The pursuer gently makes contact with the target's side, then steers sharply into the target. The pursuer must also accelerate or its bumper will slide off of the target vehicle. As soon as the fleeing vehicle's rear tires lose traction and start to skid, the pursuer continues to turn in the same direction until clear of the target. This is more of a committed lane change than an actual turn. The target will turn in the opposite direction, in front of the pursuer, and will spin out.
The PIT may be done from either side, but consideration must be given to where both cars will end up. Typically, another police car will tail the PIT unit to proceed with the arrest, while the PIT unit recovers its control and completely stops the car. The PIT does not immobilize the suspect vehicle and to prevent further flight, two police cars need to pin the suspect between them, front and rear. Only PIT vehicles when it is safe from other vehicles and civilians.
**NOTE**
As law enforcement, you are allowed to pit a vehicle – though you are not to do so carelessly in a way that endangers civilian life, an example is pitting a car at high rates of speed in a busy city thoroughfare.
You are encouraged to pit vehicles outside of city limits and to do so effectively/tactically. Continuously striking a vehicle, bumping, ramming, and grinding cars is not pitting a vehicle and is highly discouraged.
Section 3: Making the Call
When robberies occur a dispatch callout should be made by the first officer noticing the callout should be. “, All units be advised the Bank/ Jewelry Store/ on (insert street name here) is being robbed, all available units respond with your callsign code 3.”
When you are about 1 mile away from the location being robbed, make sure to call out in dispatch that you are breaking down to code 2 (this is done to not alert any robbers inside the establishment with your sirens). When you arrive on the scene, call out that you are 10-23. As the primary unit of a robbery, you should always be (if everything goes well) the last one to leave and you’re also the one making sure every suspect gets processed with the right charges. Do note that all SGTs and Higher have primary on ALL robbery scenes. When arriving on the scene make sure to call out if there is an active or inactive alarm.

If there is an active 10-80, the Officer limit depends on the severity of the crime.
As the primary unit on scene, you are the one to initiate contact with the robbers, do note that you will need at least one other unit on the scene. When making the initial contact it is crucial not to come off as hostile. Three key questions are asked at almost every robbery scene. Example of how the initial contact may look on a robbery scene.

(In very few cases they might not reply if they don’t initiate the breaching procedure).
When the suspect has made themselves and their intent is known make sure they have answered these three key questions:
How many do they have on the inside (Answers may vary and are not always correct.)
If they have any hostages (If so, stress that you will need to see proof of life.)
If they have anyone on the outside. (This will give them a chance to initiate any people that might be outside the establishment and have hostile intent.)
As the primary, it is your task to relay all information to dispatch so all officers responding to the scene are up to date on what is going on. Remember to always value the hostage's life over catching the robbers, a hostage saved is a greater accomplishment than catching the bad guys.
As non-primary, you are responsible for blocking all roads in every direction. You are authorized to set up spike strips if requested by the lead unit or scene command, be sure to inform all officers where the spike strips are and place your vehicle so that the suspect cannot avoid spike strips. Once the Suspect flees from the scene whichever way the suspect or suspect’s travel units will then split and go after each suspect. If one goes south and one goes north then all units south will go after the suspect heading south, and all units north on the scene will travel after the suspect heading north. Be advised that the unit behind the suspect then becomes primary and the second unit will relay streets and directions of travel.
The first Officer to arrive must secure the scene
Always keep in communication with dispatch and advise any units who are en route to the scene of what is happening.
Make sure you collect all evidence from the scene i.e. license plates etc. This is your responsibility as the first on the scene. If you are an active CID, you are to remain behind to conduct interviews with hostages and collect evidence.
Once the situation has been called “code 4” it is then your responsibility to make sure that all units are aware of the list of charges for anyone that has been arrested.
If you must leave to go off duty, make sure you pass on all relevant information to any other LEOs in the area.
Place the suspect in the cell and ensure it is locked
Have the suspect turn around and (search) the suspect to confirm they have no weapons
Remove handcuffs only AFTER searching them again
Obtain ID from the suspect and inform them of their official charges
Open MDT and issue appropriate charges there FIRST. Also, review any ACTIVE warrants at this time.
Active warrants are to be served out and removed. Remember to CLOSE the WARRANT in MDT.
Once appropriate charges have been issued, charge fines to suspects, including fines for any active warrants.
After fines have been paid, or if the suspect refuses to pay the fine, inform the Suspect of their sentencing time for jail, minus any time reduced for payment of fines or good engagement (Good RP)
