The Freedom of Information Foundation of Texas works to encourage a greater appreciation, knowledge and understanding of the First Amendment and helps to ensure that the public’s business is conducted in public. Since its formation in 1978, the Foundation has helped citizens access government meetings and documents.
The Foundation seeks to inform journalists, legal professionals, educators, students, public officials and individual citizens about their rights and responsibilities as participants in our democracy. With the clear objective to protect and preserve the state’s open meetings and open records laws, the non-partisan Foundation acts as a statewide information clearinghouse and offers guidance and assistance on FOI-related issues through a network of attorneys and through public seminars and conferences. FOIFT is a nonprofit 501(c)(3) supported through grants and tax-deductible donations from individuals, corporations and foundations.
Since its formation in 1978, the FOI Foundation has helped citizens access government meetings and records while protecting free speech and a free press. Information is essential to participating in our democracy.

How police officers evade accountability
POLICE FORCES DO NOT REVEAL TO FUTURE EMPLOYERS THAT THEIR OFFICERS WHO RESIGNED OR RETIRED WERE UNDER INVESTIGATION FOR GROSS MISCONDUCT
There is no statute requiring police departments to complete investigations into their officers if they resign, meaning other departments are not privy to important information about the officers when making hiring decisions. For these officers seeking new employment, resigning can offer key benefits.

To ensure fair trials the Supreme Court of the United States created the Brady doctrine obligating the prosecutor of every case to investigate, gather, and disclose all information about any individual upon whose testimony they will rely.
The Texas Brady List is the definitive public-facing platform of record for information about officer misconduct, decertification, public complaints, use-of-force reports, do-not-call listings [Giglio letter], and more potential impeachment disclosures.
This platform is available as-a-service to all Peace Officer Standards & Training [POST] Departments, Prosecutors, and Law Enforcement Organizations [LEOrgs].
Texas Rangers as investigators of cops is dubious plan
An earlier examination by the New York Times identified 29 cases the Rangers investigated since 2015 in which a person died after a struggle with law enforcement.
None led to any charges against officers, the Times reported in September last year. April 21, 2022
THE OL’ RESIGNATION BEFORE TERMINATION TRICK!
Cops resign before being fired, if they are offered the choice, because resigning, even being forced to resign, doesn’t result in the cop losing his law enforcement certification,.
This means that the cop may get a second chance somewhere else.
It is not unusual to see officers resign in lieu of termination, it ends the administrative investigation.
They're known as "wandering officers" or "gypsies"--cops who resign or get fired for misconduct from one agency, and then get hired by another.

Drew Ryser admitted he struck and kneed Chad Holley in what he considered a justifiable use of force.
Houston police officer Drew Ryser was convicted 2013 of official oppression, a misdemeanor.
In a plea deal, Ryser agreed to a sentence of two years probation.
His partner, Andrew Blomberg, was acquitted. Two other officers pled no contest in exchange for two year, probated sentences.
Sacramento County Sheriff’s deputy Marvin Morales was fired after suffering a fentanyl overdose in a sheriff’s office restroom.
An internal affairs investigation was launched as narcotics - later revealed to be fentanyl - were found on the scene.
Evidence showed Sheriff’s deputy Marvin Morales had used the drugs intentionally.
