The UK System has quite a good reputation in the world but no doubt it remains controversial. In modern times, however, it is arguably archaic and I am confident that it needs to be changed.
This is an age to which many refer, or almost that time, and they describe it imprecisely and without a consensus, calling it the age of Aquarius. It is supposed to bring or to promote human awareness and spiritual evolution.
Unfortunately, the UK Government seems to be kicking us back or dragging us back towards darker times and its predecessor was not significantly wiser. I believe they had broadly the same poorly designed organisational change process in mind. Important things are surely going wrong in the UK.
Another UK party has recently grown a lot in its popularity. Not the conservatives, not labour, not the lib dems... I have in mind Reform UK. I have observed that their leader is quite a smart person but his party does look to be far beyond shaky.
People in the UK will soon have an opportunity for limited influence, via county level elections. But are any of the candidates suitable for their requested roles? People might protest by not voting in May. Or, as I suggest, by voting for Reform. That is my intention.
There is an old story about whether or not to pay the piper. Well, County Councillors do not receive a salary. I intend to vote for Reform's Mr. Bill Piper!

If I am able to contact a Nigel and a Boris, the country could hear details of proposed important changes to some key parliamentary processes. And I would also raise the question of the possible use of a reverse filibuster campaign, to ensure a reasonably prompt General Election.
Surely Boris would enjoy being Prime Minister again, for some time. And Nigel might happily take on a different but senior role in a new government. He has lot's of interests and not limited to UK politics.

Some L.M. items are much needed in this significantly populated county. One L.M. type is not really needed anywhere here. Some are needed everywhere, for example in a legally established framework, as having limited mandate.
LMNO monkeys!
ABCD monkeys? That is fine but OSICD needs to follow later. Otherwise lack of awareness or insufficient understanding in life can be quite dangerous, even fatal. Didn't Steve Jobs die before he reached 60?

I believe I know how to improve the suitability and effectiveness of public services provision in Leicestershire. Money might be saved but that should not be taken as a priority or even as a significant issue to encourage or to justify the studying and perhaps, as a result, the altering of the
organisational/political/structural/hierarchical/authority/etc...
design for the county of Leicestershire. I also suggest that the county be renamed as Leicester and understand that Leicester used to be its name. I believe the current clumsy and hard to pronounce name was chosen and established unwisely.
The fictional name Robin Hood just came to mind...
Sunday, 23nd March, 2025.
Now that the 21st of March has passed, all the Leicestershire councils will have sent proposals to the government, about potential reorganisations.
The Mayor of Leicester City, Peter Soulsby is keen to expand the boundaries of the City. I believe his justifications for doing that are no more than shallow excuses for seeking changes with increased power. I suggest that he has not made a proper case to support his proposals and that no substantial and valid case can be made.
So, he is really in a sort of dream and actively misleading people. I don't say misleading deliberately but I do believe that he has failed to demonstrate the level of wisdom required from someone in his position.
The County Council wants to have one large body in charge of everywhere outside of the existing City area. I suppose that is confirmed by a vote within its Cabinet. They have not made a proper case and I do not believe a substantial and valid case can be made. The county councillors should be replaced in May's local elections.
The Leicester Life website's builder, living in the Harborough District, sees nobody having taken adequate responsibility for resolving the important devolution issues in Leicestershire. Rather more is visible than in February but there is still barely a shadow and overall there is a de facto confusing and disappointing picture.
I will write, perhaps briefly, about some key topics:
- Some well-salaried people, called MPs.
They seem to be hiding. So I suggest they resign and most of them could be removed as named representatives, by their political parties.
- Some well-salaried people, called Chief Executives or similar, in public bodies such as Leicestershire's Borough, County and District councils. I suppose a Leicester City chief also.
These chiefs, or whatever, surely take much public money. But as to the resolution of changes to the county's organisation and its funding and the possible devolution of powers from central government, I do not recall seeing anything from them! They might also resign or be appropriately removed.
- The County Council's website. That leaves me with the feeling that it belongs to an evasive and de facto dishonest organisation. So much of importance about the county seems to be missing!
I have between 20 and 30 years with experience, from time to time, of developing websites, probably from 1999.
I have over 50 years of computer programming experience, using the Fortran language at first, around 1971/1972. Software design, development, testing and maintenance, etc., from time to time, as part of a career which includes work related to aerospace, automation, defence, robotics and satellite communications. Some robotics work in Whetstone, Leicestershire. Plus hands-on experience of Quality Control/Quality Assurance in high tech fields.
I have an MSc in Operational Research from around 1974/5. Optimisation is one keyword from that background. External link here: Operations Research
This question, about various possible changes for Leicestershire, is certainly rhetorical at best:
"How to replace a non-existent chain of command with a better one?"
An army without a chain of command would surely be a disaster. So, who is doing the devolution related jobs that are required?
The Leicester Mercury is there, from time to time... The BBC is there, from time to time... But MPs and Chief Executives seem to hide and leave the creation of a public face to some volunteers, who are called councillors!
But a face is not enough. With a smile, a frown or a look of surprise. Perhaps a mask...
Soon there will be local elections at the County Council level and the existing councillors surely need to be replaced.
Text from Dr. Kumar John Peirson, Saturday, 15th March, 2025.
Sunday, 2nd February, 2025. The Leicester Life website's builder, living in the Harborough District, sees nobody having taken responsibility for resolving the important devolution issues in Leicestershire.
Relying on information from a Mercury journalist, the Leicestershire County Council lacks a leader and is waiting for some clarity to emerge from national government. Dream on!
The Leicester City Council is holding its political cards very close to its chest, as far as I can see, and avoiding much communication with the public.
A straightforward outline proposal from the webmaster is visible to the County and City Councils and to various news media outlets. Emergency Proposal.
Page space has been created for a detailed proposal to hold a nine months long Public Consultation on Devolution. Review, analysis, debate, transparency, reporting. Early discussion about holding local elections or not. To be facilitated by all of Leicestershire's Members of Parliament and their political parties. To be supported also by the Leicester City Council and by the Leicestershire County Council.
From January 2025. Topic is visible in local media. For example, Leicestershire Live 1 and Leicestershire Live 2 and Leicestershire Live 3 .

17th February 2025. It has been suggested today that the members of the Cabinet of the County Council should resign.
And, de facto, the other County Councillors should clearly state their positions. I suggest they all resign. Over a million people living in Leicestershire deserve better representation.
It seems to me that senior county people are not satisfied with their own level of importance and with the limited scope of their authority. They perhaps seek additional powers resulting from devolution changes and hope to eliminate the Leicestershire District and Borough Councils.
They have failed to treat those other bodies with due respect and such poor behaviour should not be accepted.

Any new unitary councils should reflect the way people live their lives in that area and be aligned to where people live, work, shop and play. We are therefore exploring options for smaller unitary authorities which will serve our local communities' needs better, but also enhance future prosperity." External link from Oakham Nub News .

I believe the paper lacks accuracy and justification for some key financial content. I believe the paper lacks accuracy and justification for some key political content.
17th February 2025. Leicestershire has 10 elected and substantially salaried Members of Parliament. They should have objected to the recent behaviour of the County Council. They should have indicated that a suitable and clear justification to delay elections in Leicestershire did not exist.
They might have spoken or written somewhere...
Local media might have failed to discover and report such opinions but I doubt it. Does anybody know?
It looks to me as if the local MPs are not competently doing the job they are paid for and they are not properly communicating with the electors in their constituencies.
20th February 2025. Leicestershire has 10 Members of Parliament. I believe they lack adequate understanding of the content of the Government's White Paper. They should be able and willing to support any valid proposals in the paper or to challenge any faulty text found there.

Perhaps they should all resign, or at least give some sort of honest apology. Leicestershire people deserve better representation.
