The Ruborian Charter
Coming into effect on July 21st, 2024, this document will describe and outline the objectives, laws, and principles of the Kingdom of Ruboria. This document will not nullify the Declaration of Independence that was signed on July 3rd of 2019, but will clarify statements made in that document, add new points, and in some cases override outdated or irrelevant passages. The following charter will describe the governing law of Ruboria.
(A): Ruboria is an absolute monarchy. Supreme authority over the governance of Ruborian territory rests in the monarch. They may do whatever they wish with Ruboria as long as it does not conflict with the charter, other laws, or the daily lives of the citizens of the kingdom.
(B): The firstborn child of the monarch will assume the crown upon the death or abdication of their parent. The heir is given the right to turn down their role at any time. If for whatever reason they cannot or will not become monarch, the title will go to the second-born child of the previous monarch and so on. If there are no children, the title will be passed to the monarch’s closest living relative.
(i): The monarch has the right to ignore the line of succession and designate a different successor outside of the guidelines laid out in this charter. This should only be done if the heir has stated they have no desire to become monarch of Ruboria.
(C): The monarch is expected to act in a fair and just way. Citizens are socially equal to the monarch (rituals such as bowing and referring to the monarch as “your majesty” are not expected). All are to be treated with genuine respect.
(D): The monarch may only dissolve Ruboria under special circumstances. These include; Loss of all territory, absence of an heir, satisfaction of all goals, or if the Province of Nova Scotia becomes an independent nation.
(A): The monarch may appoint a legislative body to act on their behalf. If they so choose to do this, the body will be named the Grand Council of Ruboria.
(B): The Grand Council of Ruboria is recognized as a continuation of the Grand Council that governed the Leaf Fort between 2013 and 2015. It is a national body, and is responsible for administrating the entirety of Ruborian territory.
(i): Administration duties may include; foreign affairs, economic well-being, health and safety, and conservation to name a few.
(C): The monarch is not required to establish the Grand Council. The act of doing so solely rests on their preference.
(D): The Grand Council will consist of:
A chancellor (head of government)
A vice-chancellor
One representative from each Ruborian viceroyalty.
Secretaries of specific fields (agriculture, foreign affairs, environment, etc).
(E): The Grand Council may be appointed by the monarch themselves, or elected by Ruborian citizens.
(F): If every role on the council cannot be filled, the roles should be filled in order of precedence as presented in this charter.
(G): The monarch has the right to override any action or decision taken by the Grand Council.
(A): The main subdivisions of Ruborian territory are to be known as viceroyalties.
(B): The monarch may appoint a viceroy for each viceroyalty as they wish, or base their choice on an election. The viceroy is to be responsible for administrating the viceroyalty to the monarch’s satisfaction. Supreme authority over the viceroyalty will always rest in the monarch, who has the right to override any action or decision taken by the viceroy.
(i): The authority of the Grand Council also supersedes that of the viceroy.
(C): Viceroyalties whose land is owned by the monarch do not have the right to secede from Ruboria. Viceroyalties that have been admitted to the kingdom and whose land is owned by another individual may secede at any time unless otherwise specified in a declaration of permanent union.
(A): Ruboria will not claim territory that it cannot control and does not own (Antarctica, public parks, etc).
(B): However, others may apply to have land in their possession become part of the kingdom. In which case, they may become a:
Viceroyalty: (see Article 3)
Territory: An area with no permanent population or effort to maintain or utilise said land. These areas recognize the Ruborian monarch as head of state, and are administrated by a premier. Territories are not entitled to a seat on the Grand Council.
Dominion: An independent region under the direct control of its governor. The Ruborian monarch is merely a figurehead, and the area retains the highest levels of autonomy. They have the right to secede at any time.
(i): The Ruborian Charter does not apply to dominions. Dominion citizens are not Ruborian citizens.
(C): Viceroyalties, territories, or dominions that are under the legal ownership of others besides the monarch may be expelled from Ruboria at any time if they break treaties, do not adhere to Ruborian customs, become incompatible with Ruboria, etc.
(D): The application process for joining Ruboria or becoming a dominion has not yet been devised.
(A): Ruborian citizenship is not to be sold as a commodity. It cannot be purchased, only earned or inherited.
(B): Immediate family members of the ruling monarch (parents, siblings & children) are automatically granted Ruborian citizenship. This may be rejected by the individual, or revoked by the monarch. In the case of immediate family members, the monarch should only revoke their citizenship in extreme cases (criminal behavior, inciting violence, disownment).
(C): Ruborian citizenship may be offered by the monarch to an individual who has assisted greatly in the development of the country. Someone who has made contributions with considerable effort.
(D): Citizenship may be gained by an individual’s land being admitted into the Kingdom of Ruboria as a viceroyalty or territory (see Chapter I, Article 4).
(D): Citizenship will pass down to the first generation of children of an existing Ruborian citizen. If these children are also involved in the Ruborian nation, then they may pass down their citizenship as well.
(E): Ultimately, citizenship may be revoked At any time by the monarch. This should only be done with good reason (see Article 2, section C).
(A): Ruborian citizens may enter the country whenever they wish. However, They must receive permission from the monarch before acting within Ruborian borders (cutting down trees, building structures, removing plants, etc).
(i): Travel restrictions may be imposed by authorization of the monarch at any time due to safety concerns or other matters such as construction or private events. These restrictions are to be obeyed.
(ii): Restrictions may be requested by the Grand Council or individual citizens.
(B): Citizens are expected to follow Ruborian rules and abide by the macronational Canadian laws. The monarch is not responsible for legal issues a citizen may find themself in with Canadian authorities.
(C): Ruboria is a free country. Those who acquire citizenship have earned it, and no additional expectations (Dues, labor, activity, etc) are to be laid upon them. Ruborians are entitled to their own thoughts and opinions on any matter and will never face persecution or oppression.
(i): Expulsion from Ruboria and loss of citizenship may occur if a citizen acts on a belief that conflicts with Ruborian law (see Chapter VI).
(ii): Expulsion may also occur if a citizen voices extremist beliefs in support of tyrannical regimes, genocide, and/or terrorism.
(A): The Ruborian national flag is a horizontal tricolor of black standing for determination, white for purity and Christianity, and green for nature and its beauty. In the centre of the white band is a golden crown, representing the monarchy. Above the crown in the black band are three golden stars, representing the three original leaders of the Leaf Fort, as well as the three pillars that guide the micronation (see Chapter V).
(i): Viceroyalty of Richmond flag - A white saltire on a field of green, with the left triangle being black.
(ii): Viceroyalty of New Georgia flag - Flag of the US state of Georgia, swapping the red out for Ruborian green and the state seal with an evergreen tree.
(B): The flag of the Leaf Fort is an official symbol of Ruboria. It is a vertical tricolor of orange, white and orange with a white silhouette of an oak leaf in the upper left corner. The color orange represents the fall colors that gave the old fort life, a point reinforced by the presence of the oak leaf.
(C): The Nova Scotian flag is not recognized as an official flag of Ruboria, but it is held in high regard as is the province itself. Ruboria considers itself a Nova Scotian micronation, and identifies with the flag of Nova Scotia.
(D): These three flags as well as the viceroyalty flags are the only ones permitted to be flown from government buildings. They are to be treated with respect and folded following the American triangle pattern. They are not to touch the ground, and they are to be disposed of through ceremonial burning or cutting into strips before going into the garbage.
(A): The Kingdom of Ruboria is the official name of the micronation. Ruboria is derived from the Latin word robur, meaning oak, representing strength. It also comes from the English word ruby, King Roland I’s birthstone.
(B): The Kingdom of Ruboria is to be used for official purposes when referring to the micronation, but outside of professional circles the former title is acceptable, the Leaf Fort Holdout of Ruboria (LFHOR). This title has never been rescinded and will always retain its official status.
(A): As of the charter’s signing, Ruboria does not have a national anthem. One may be composed, written, and selected at any time.
(B): Russell Watson’s version of “Where My Heart Will Take Me”, as well as its instrumental composition by the City of Prague Philharmonic Orchestra are considered patriotic songs of Ruboria.
(A): Ruboria’s official animal is the eastern cougar. In contrast to the Canadian and American governments, Ruboria does not recognize the wildcat to be extinct, instead holding the belief that they inhabit the forests of Nova Scotia. Its inclusion as Ruboria’s official animal is done to raise awareness of an endangered species and in admiration of the cat’s power and strength.
(B): The intermediate wood fern is the official plant of Ruboria. Ferns are ancient plants, and they represent longevity as well as tranquillity. They can be found in abundance in New Georgia, and should be protected.
(C): Christianity is the official relgion of Ruboria. This does not mean that other faiths and beliefs are outlawed, or that those who practice said beliefs will be excluded from Ruboria. But the Christian religion is the state religion of the micronation, being King Roland I’s personal religion.
(D): Ruboria’s official colors are green and white. The specific shade of green is linked to the following hex code: 00A84F.
(A): Ruboria is an isolationist micronation. It is not looking to set up a tourist attraction, and its territories that are under the direct ownership of the monarch are on private land. Ruboria is not actively seeking to join alliances in the micronational community, nor is it seeking diplomatic relations.
(i): Diplomatic relations are not forbidden, and they may be established. But these instances will be rare, and will only be carried out after due consideration.
(A): All micronations are automatically recognized as legitimate micronations by Ruboria. Recognition can only be rescinded rather than granted. Loss of recognition can occur for any reason.
(B): Macronational recognition from Ruboria is based on territorial control. Whatever faction controls a territory is recognized by Ruboria as its nation-state, whether Ruboria agrees with its actions or not. For example, Transnistria is recognized as a sovereign state by Ruboria despite having no recognition from any UN member state.
(i): The apolitical world map is the world map used by Ruboria.
(A): Ruboria’s purpose is guided by three main goals. Off-gird living, conservation and the preservation of values. While these might be some of the most important points that make up the identity of the nation, they are not limitations.
(A): Off-grid living is a way to reduce dependence on the services provided by the macronation. It helps to improve survival skills as well as other general skills ranging from farming to construction. It also encourages us to live with the land, rather than on the land.
(B): Ruboria will strive to exist on its own. Connection to macronational services like electricity are not forbidden, but other alternatives should be explored before doing so. Off-grid living is one path to self-sufficiency.
(A): Ruboria is a woodland nation. This fact is a key part of the kingdom’s identity, and its reliance on trees goes back to the first day of the Leaf Fort. Environmental destruction is a grave issue facing our planet today, and Ruboria will conduct itself in a manner that, once again, lives with the land rather than on it. Or at its expense.
(B): Animal habitats should not be disrupted, especially if the aim is commercial gain. The trees should be respected, as should all plant life. Ruborians should be mindful of water usage and the impact their daily lives have on the environment, both inside and outside the borders of the kingdom.
(A): The personal values of King Roland I have been incorporated into Ruboria. Namely his affinity for monarchism, European & American culture, and the Christian religion. In a changing world, the larger macronational societies have been in the process of shifting away from some of these points, namely Christianity and monarchism. Ruboria will preserve these pieces of culture in its structure.
(A): All laws of the macronation that a piece of Ruborian territory finds itself within must be obeyed. Ruboria is not recognized as a sovereign state by any UN nation state nor will it ever be, and so it is subject to the laws of its macronation.
(B): Ruborians who break severe macronational laws within the territory of the kingdom will be reported to the macronational authorities and will be expelled from Ruboria.
(A): The following is a set of rules unique to Ruboria that should be followed or kept in mind while within the kingdom.
(B): Clear-cutting is strictly prohibited. Clear-cutting is an environmentally disastrous practice that has ravaged the local ecosystems surrounding Richmond and New Georgia. The forests of Ruboria are to be treated with respect and protected. Cutting down trees is allowed in a limited capacity, but clear-cutting is not.
(C): Christianity is recognized as the official religion of Ruboria. Other religions and beliefs are still permitted, and this does not nullify freedom of worship. Christianity may play a role in state affairs to a limited degree.
(D): Attempts to overthrow the Ruborian monarch and/or abolish the absolute monarchy are prohibited.
(E): Ruboria will not join another micronation and become subservient to its ruler. Joining another micronation in this way defeats the goal of self-sufficiency and independence, and would remove the monarch as the supreme ruler of the micronation.
(F): Ruboria is recognized as the successor state to the Leaf Fort, and is seen as a continuation of that project that began in the autumn of 2013.
(G): American English is the official language of Ruboria.
(H): Ruboria will use the imperial system of measurement.
(I): Glyphosate is an illegal substance in Ruboria. (Ammended May 18, 2025)
(A): The monarch has the right to amend the charter at any time. Additions may be made after careful consideration.
(B): Removing an article may only occur after consulting all Ruborian citizens. If the move is unpopular, the article should not be removed.
(C): The Grand Council may propose alterations or additions to the monarch, but they do not have the right to carry these out on their own. The monarch has the final say on every proposed change to the charter and must approve every proposition.
(i): Only in extreme circumstances may the Grand Council make changes to the charter. If the monarch is indisposed and truly unable to care for Ruboria, the council may alter the charter only if deemed absolutely necessary.
