Austin City Council 2026 Ballot Propositions
Shall the City Charter be amended to delete language requiring the City Council to determine its rules and order of business by ordinance?
The amendment would remove the rule that City Council must use an ordinance to set its procedures. That could make it easier for Council to change their rules by using another legal method, such as a resolution or motion, instead of an ordinance.
The amendment removes guardrails from City Council. An ordinance is a law that amends or supplements the Municipal Code, and is generally more enforceable than a resolution or a motion. Without the ordinance required via the Charter, Council will be able to adopt or modify rules by other legal method. This may make it easier for City Council to change things, like public-comment times or how meeting agendas are organized, with less public process.
Article II. - THE COUNCIL
§ 13. - RULES OF PROCEDURE.
