The Bolshevik's Bandolier is a Team Fortress 2 weapon concept that tries to provide a more aggressive, shotgun-based playstyle for the Heavy. The weapon's idea is heavily inspired by the game's community-made "gimmick subclasses", which are alternate playstyles made up by players to add more variety to the game. One such gimmick subclass is the Fat Scout, which consists of playing the Heavy, but only using the shotgun. The Bolshevik's Bandolier tries to turn the Fat Scout gimmick into a fully-fledged, official subclass!

The Bandolier takes up the Heavy's primary weapon slot, meaning it removes the ability to use a Minigun (which is a very powerful tool in Heavy's loadout). Therefore, the bonuses the Bandolier grant need to be strong and worthwhile!
Granting any kind of movement speed increase is very dangerous in Team Fortress 2, as a heavy amount of the game's skill expression is done through mastering the Source engine's unique movement and physics. Therefore, the 13% movement speed increase is a very specific and deliberate decision, allowing the Heavy to move slightly faster without outrunning too many of the game's other classes.

As a Bandolier Heavy is trading a lot of their offensive power by giving up the Minigun and any non-Shotgun secondary weapon, granting some movement speed feels like a worthy trade.
This extra speed allows the Bandolier Heavy to act as more of a hit-and-run frontline skirmisher, soaking up damage on the frontlines before dipping back to safety to receive some healing.
