MINUTES OF THE GENERAL ASSEMBLY - 11 November 2020

Today 10/11/2020, after a proposal of dissolution of the Association by the Exec Board of  “INTERNATIONAL ASSOCIATION OF QUALITY MEDICINE (ISoQM)” - МЕЖДУНАРОДНО СДРУЖЕНИЕ ЗА КАЧЕСТВЕНА МЕДИЦИНА, the members of the General Assembly unanimously approved the above proposal.

The proposal to cease operations (dissolution) of the Association in the beautiful and hospitable city of Plovdiv, was based amongst other reasons, on: 

1. Severe health reasons of members of the Board.

2. The fact that the Association has had no income for quite some time, with the result that our bank account is now at zero (0) euros.

3. Lack of disposition of other Members to take positions on the Board of Directors.

4. The lack of air travel options connecting key cities in Europe to Plovdiv.

5. The precarious forecast of global recovery, due to the covid-19 and the economic challenges today.

6. The lack of interest, due to the restrictive measures of the covid-19, from various scientific and pharmaceutical bodies, in organising scientific educational events, as well as the unfavorable financial forecasts at the present stage

Due to the above reasons, it was therefore decided to formally put forward the request to the lawyer Mr. Malamov to take immediate the necessary steps towards the Bulgarian authorities in order to permanently close down (dissolute) the INTERNATIONAL SOCIETY OF QUALITY MEDICINE - МЕЖДУНАРОДНО СДРУЖЕНИЕ ЗА КАЧЕСТВЕНА МЕДИЦИНА in Bulgaria.

INVITATION TO GENERAL ASSEMBLY - 15 October 2020

Special General Assembly via internet (due to Covid-19 general restrictions) of the International Society of Quality Medicine (IsoQM) members on 15 October 2020 with the following agenda items:

1. To present an account of the Executive Board actions, up to that date; 

2. To discuss once again the possibility of moving the headquarters of INTERNATIONAL SOCIETY of QUALITY MEDICINE (ISoQM) from Plovdiv, Bulgaria to another place, or its dissolution;

3. In case of no quorum, the General Meeting will be repeated without new notification required, in 15 days (30/10/20), online.

Dear Colleagues, Dear Friends, Members of ISoQM,

                      what we all have been experiencing over the recent weeks due to the pandemic of Covid-19, a few months ago seemed like a movie script. Unfortunately, though what seemed fiction became unexpectedly real and turned our lives upside down.

The consequences were and are multifaceted and painful.

The need for restrictive measures by the state (temporary closure of conference facilities and large hotel units) to avoid possible spread of the virus, led, among other things, to the cancellation of "natural lifelong learning activities" not only in Europe but all over the world.

Simultaneously, the defensive stance of the pharmaceutical companies, due to the emerging recession as unfortunately predicted by reputable financial centers, turned meeting and conference activities upside down.

The forced shift to hybrid or online forms of scientific events was and is a solution of necessity which, however, does not fill in any way the gap that has been created.

But the whole issue does not seem to have stopped yet.

The imminent reappearance of Covid-19 in the autumn and possibly winter months renders it impossible to predict any resumption of operations for any of us.

Therefore, when - and whether we will return to our pre-pandemic functionality - is by no means certain.

All of the above have unfortunately made some Board Members (who under the present circumstances have concerns about the “hybrid or online” organization of conference events), to make an oral suggestion for the Members of the Society to discuss the case to suspend the" lifelong learning activities of ISoQM ”.

A proposal that was certainly not lightly submitted to the heart and for this reason, I must point out that, we are open to study, any different idea or point of view that might be submitted by you.

In any case, of course, we must emphasize here that we consider it our highest obligation to voluntarily follow the rules which from time to time are established by the competent health authorities of the state (social distancing, use of a mask, avoid large gatherings, etc.) to ensure the general principle: "we stay safe".

We hope to have everyone’s understanding, while on the other hand we should let you know that we are open over the next 2 weeks to study with special care any suggestion or consideration from you.

At the same time, we would like to thank you again for your kind support all these years.
