Ассоциации "Международная Литературная Ассоциация "Творческая Трибуна" (MЛА „ТТ" /  International Literary Association"Creative Tribune“

                                                                      (ILA „CT")

 1. Общие положения.

     1. "Интернациональная Литературная Ассоциация "Творческая Трибуна" (ИЛА "ТТ"), далее именуемая Ассоциация, учреждена юридическими лицами для содействия её членам в достижении целей, предусмотренных настоящим Уставом.

     2. Ассоциация является некоммерческой организацией, не имеет своей целью извлечение прибыли.

     3. Ассоциация является независимой, неполитической, добровольной организацией, объединяющей своих членов.

     4. Ассоциация осуществляет свою деятельность в соответствии с настоящим Уставом (с последующими изменениями и дополнениями), другими нормативно-правовыми актами.

     5. Деятельность Ассоциации основывается на принципах добровольности, равноправия и законности.

     6. Ассоциация может вступать в международные объединения, устанавливать и поддерживать прямые международные контакты и связи, заключать соответствующие соглашения.

     7. Ассоциация осуществляет свою деятельность во взаимодействии с заинтересованными организациями, Союзами, Академиями, творческими коллективами, издательствами, юридическими лицами, общественными объединениями и некоммерческими организациями.

      8. Ассоциация сотрудничает с культурными творческими организациями, Академиями, Союзами, образовательными учреждениями, различного рода поддерживающими структурами, предоставляющими информационную и рекламную поддержку, содействующими творческим связям и отношениям. другие.

     12. Ассоциация создается на неограниченный срок деятельности.

     13. Ассоциация не несет ответственности по обязательствам своих участников.

     14. Участники несут ответственность по обязательствам Ассоциации в пределах своих обязанностей. Участники Ассоциации сохраняют свою самостоятельность и права юридического лица.

     15. Ассоциация приобретает права юридического лица с момента государственной регистрации.

     16. Ассоциация вправе создавать на территории других государств филиалы, представительства и группы. На момент создания Ассоциация филиалов и представительств не имеет.

     17. В Ассоциации могут создаваться структурные подразделения по направлениям деятельности, связанным с её целями и задачами.

     18. Ассоциация имеет печать, бланки со своим наименованием и другими реквизитами.

     19. Ассоциация может иметь флаги, эмблемы, вымпелы и другую символику.

2.        Цели и задачи деятельности Ассоциации.

Цели и задачи ассоциации:

Международная Литературная Ассоциация "Творческая Трибуна" (MЛА "ТТ")

2.1. Основной целью Ассоциации является объединение усилий всех видов творчества, литературы и искусства, специалистов, предпринимателей, органов всех уровней творческой интеллигенции, творческих Союзов, Академий, объединений, групп, инвесторов, других заинтересованных организаций и структур для создания благоприятных условий для развития литературы, искусства и культурной деятельности на международном уровне.

2.2. Задачами Ассоциации являются:

- развитие взаимовыгодных, дружеских и творческих связей между  литераторами,  артистами, художниками и всей творческой интеллигенцией по всему миру, укрепление отношений на литературно-художественной и культурной  основе; расширение и развитие на основе обмена новыми культурными ценностями; сохранение и уважение классической литературы и искусства; взаимодействие с органами  издания, печати, обучения, проведение консультаций и конкурсов, выработка высокого художественного  уровня произведений и любого вида творчества; содействие формированию и повышению уровня культуры и литературы, путём проведения конкурсов (в том числе онлайн)), поощрений, публикаций членов Ассоциации, (включая расширение  за счёт сотрудничества с мировыми культурологическими, литературными и другими творческими объединениями, Союзами, Ассоциациями, издательствами и распространителями литературы и искусства;

- содействие в решении кадровых проблем членов Ассоциации на основе подбора необходимых специалистов и менеджеров на добровольной основе, а также создания центров их подготовки и переподготовки на уровне мировых общеобразовательных стандартов посредством участия в международных конкурсах (в том числе онлайн) и т. д.;

- организация конкурсов, выставок, конференций, фестивалей, съездов, рекламно-посреднических и иных сервисных служб коллективного пользования (в том числе онлайн), других мероприятий задачи, не противоречащих законодательству стран-членов и участников Ассоциации.

2.3. В целях осуществления поставленных целей Ассоциация имеет право:

- разрабатывать и утверждать программы своей деятельности;

- свободно распространять информацию о своей деятельности;

- участвовать в выработке решений органов управления Ассоциации вносить предложения;

- привлекать для выполнения поручений необходимых специалистов из разных стран (на добровольных началах), создавать временные творческие коллективы и группы в сетевых структурах интернета;

- привлекать для выполнения работ в интересах Ассоциации любые коммерческие и некоммерческие организации на добровольных и волонтёрских началах;

- участвовать в ярмарках и выставках; организовывать специализированные выставки, симпозиумы и семинары, издавать и распространять литературу, информационные и рекламные материалы;

- использовать символику, которая может помещаться на продукции, например, в издаваемых книгах и журналах, осваиваемую и производимую при содействии Ассоциации, наряду с символикой непосредственного производителя;

- осуществлять деловые контакты в любой стране мира, взаимодействовать со всеми учреждениями, организациями и фирмами, а также с их представителями, с гражданами любой страны по вопросам, входящим в компетенцию Ассоциации;

командировать, в том числе за границу сотрудников Ассоциации и ее членов, принимать специалистов, и  участников фестивалей и деловых встреч для решения вопросов, связанных с деятельностью Ассоциации и ее членов.

2.4. Ассоциация обязана:

соблюдать законодательство стран, общепризнанные принципы, нормы международного права, касающиеся сферы ее деятельности, а также нормы, предусмотренные ее Уставом;

2.5. Ассоциация осуществляет следующие виды деятельности:

- содействует интеграции членов Ассоциации в группы в интернетных сетях;

- разрабатывает литературные, культурологические и другие творческие проекты и организовывает их функционирование исполнение в интересах членов Ассоциации;

- организовывает выполнение фундаментальных и прикладных культурных и литературных исследований, деятельности и развития литературы и искусства в интересах членов Ассоциации (планирование международных подразделений, филиалов, формирование временных творческих коллективов и т.д.);

- осуществляет поиск потенциальных партнеров для решения проблем литературного и культурного развития среди участников Ассоциации, объединений, организаций и физических лиц для налаживания прямых контактов между ними и членами Ассоциации, изучает рынки для развития новых форм внешних связей и разработки соответствующих проектов;

- организует комплексные мероприятия по обеспечению системы обмена информации и качества литературы и искусства в соответствии с мировыми стандартами в группах-членах Ассоциации через интернет;

- способствует развитию регионального и международного партнерства, и обмену опытом и знаниями в сфере образования, культуры, искусства и литературы (проведение очных и заочных конференций, культурологических советов специалистов и руководителей организаций, входящих в Ассоциацию и т. д. в том числе через интернет);

- инициирует эффективные проекты;

- осуществляет информационное оповещение членов Ассоциации на основе интернетной информационной системы связи, содержащей сведения о специалистах, издателях, конференциях, международных выставках, заинтересованных партнерах, об их возможностях и т.д. на порталах интернета, оповещает в группах и в личных профилях или на сайтах членов Ассоциации, предоставляя информацию о возможности редакционно-издательской и рекламной деятельности.

3.        Порядок приема в члены ассоциации и выхода из нее,   

права и обязанности членов

3.1. В Ассоциации в зависимости от объема и содержания прав и обязанностей, которые возлагают на себя ее участники, устанавливается членство двух видов:

- действительное членство (члены);

- членство с правом совещательного голоса (Ассоциированные члены).

3.2. Учредители Ассоциации являются ее действительными членами и имеют соответствующие права и обязанности.

3.3. Ассоциация открыта для вступления новых членов.

3.4. Членами Ассоциации могут быть субъекты, заинтересованные в сохранении, развитии и продвижении литературы, искусства и культурологии в массы по всему миру, общественные организации, другие творческие и литературные Союзы, издательства, переводческие бюро и кампании, средства массовой информации, рекламные агентства, выставочные комплексы, отдельные юридические лица и т.д., признающие ее Устав, оформившие свое членство в установленном порядке, проявляющие интерес в развитии  продуктивной работы Ассоциации.

3.5. Членами Ассоциации могут быть юридические лица из любой страны мира.

3.6. Желающий стать членом Ассоциации подает на имя Президента Ассоциации заявление с приложением рекомендаций действующих членов Ассоциации.  

3.7. Президиум (Совет) Ассоциации рассматривает кандидатуру в члены Ассоциации на основании представленных документов и персональных контактов с ним.

3.8. Прием в члены Ассоциации производится с согласия всех членов Президиума (Совета) в срок не более тридцати дней после подачи заявления.

3.9. Выход члена из Ассоциации осуществляется на основании заявления (уведомления).  Заявление (уведомление) о выходе из Ассоциации является односторонним отказом выходящего члена от исполнения требований устава Ассоциации.

3.10. Член Ассоциации может быть исключен из нее по решению остающихся членов в следующих случаях:

- если член Ассоциации своей деятельностью дискредитирует работу Ассоциации и наносит вред Ассоциации;

- если член Ассоциации своевременно не уплачивает членские взносы, (в случае, если Ассоциация внесёт пункт уплаты членских взносов в Устав Ассоциации).

3.11. Выход и исключение из числа членов Ассоциации не затрагивает взаимных обязательств соответствующих сторон.

3.12. В случае внесения пункта о членских взносах, вступительные и периодические членские взносы возврату не подлежат. 

3.13. Члены Ассоциации при осуществлении своей деятельности в рамках Ассоциации и по отношению к Ассоциации обязаны:

- выполнять требования устава Ассоциации;

- соблюдать стандарты, правила и другие внутренние документы Ассоциации, обязательные для соблюдения;

- способствовать укреплению авторитета Ассоциации;

- не предпринимать действий, дискредитирующих Ассоциацию и наносящих вред Ассоциации;

- выполнять решения органов управления Ассоциации, принятые в соответствии с их компетенцией;

- предоставлять информацию о культурологических и литературных мероприятиях, а также другую имеющуюся у них информацию, полезную для деятельности Ассоциации;

В случае внесения в Устав пункта о взносах, своевременно уплачивать членские взносы.

3.14. Член Ассоциации имеет право:

- рассчитывать на помощь членов Ассоциации;

- выносить на рассмотрение руководящих органов Ассоциации предложения по вопросам, входящим в круг деятельности Ассоциации;

- участвовать во всех мероприятиях, организуемых Ассоциацией;

- добровольно выйти из Ассоциации;

- оказывать дополнительную финансовую помощь Ассоциации в виде пожертвований, бесплатной рекламы, передачи оборудования и помещений в постоянное пользование или аренду и др.

3.15. Членам Ассоциации может быть присвоено звание Почетного Члена Ассоциации. Порядок и условия присвоения звания Почетного Члена Ассоциации утверждается Общим собранием членов Ассоциации.

3.16. Права члена Ассоциации не могут быть переданы третьему лицу.

Ассоциированными членами Ассоциации могут являться юридические лица, предприятия, организации, учреждения, общественные объединения, Союзы, издательства, творческие коллективы, отдельные юридические лица, выразившие намерение стать ассоциированными членами Ассоциации, и признавшие его Устав.

4.        Состав и компетенция органов, порядок управления Ассоциацией

4.1. Высшим руководящим органом Ассоциации является Общее Собрание ее членов (далее Общее Собрание).

4.2. Общее Собрание правомочно решать любой вопрос деятельности Ассоциации. Общее Собрание собирается (очно или в онлайн режиме) один раз в год.  Учредители и члены Ассоциации письменно извещаются о созыве Общего собрания. В извещении о проведении Общего Собрания, рассылаемом учредителям и членам Ассоциации, указывается время, место проведения заседания и вопросы, которые выносятся на рассмотрение Общего Собрания. Внеочередное Общее Собрание может быть созвано по инициативе Президента (основателя), Президиума (Совета) Ассоциации, Исполнительного директора, либо по требованию 1/3 голосов членов Ассоциации.

 К неисключительнoй компетенции Общего Собрания относятся следующие вопросы:

- принятие решения об утверждении Устава Ассоциации, о внесении изменений и дополнений в него;

- определение приоритетных направлений деятельности Ассоциации;

- избрание Президиума (Совета), Исполнительного директора и досрочное прекращение их полномочий;

- принятие решений по спорным вопросам, выносимым на рассмотрение Общего собрания Президентом, 

- утверждение отчета Президиума (Совета) и аппарата управления;

- утверждение Положения о конкурсах и мероприятиях;

- утверждение Положения об ассоциированных членах Ассоциации;

- создания филиалов и открытия представительств Ассоциации и утверждение Положения о филиалах и представительствах;

- принятие решения об изменении размера и порядка уплаты членских взносов (в случае внесения пункта об уплате членских взносов в Устав Ассоциации).

4.3. Участниками Общего Собрания являются члены Ассоциации. Каждый член Ассоциации имеет один голос на Общем собрании.  Президент Ассоциации обладает правом совещательного и решающего голоса.  Решения принимаются открытым или, по требованию участников собрания, закрытым голосованием. 

Допускается принятие решений Общим Собранием заочным голосованием (опросным путем).

4.4. Работой Ассоциации управляет Президент Ассоциации, осуществляющий свою деятельность в сотрудничестве с Президиумом (Советом).

4.5. Президент Ассоциации, (кроме её основателя), избирается Общим Собранием членов Ассоциации сроком на 4 года.

4.6. Президент принимает решения по всем вопросам деятельности Ассоциации.

Полномочия Президента Ассоциации:

- организует и координирует работу Ассоциации, включая вопросы координации работы филиалов и представительств Ассоциации;

- возглавляет Президиум (Совет) Ассоциации, председательствует на его собраниях;

- утверждает структуру Ассоциации;

- создает и ликвидирует Аппарат управления;

- вносит изменения в структуру Ассоциации;

представляет Ассоциацию на предприятиях, организациях, в органах управления;

-  выполняет представительские функции;

- действует без доверенности от имени Ассоциации;

- информирует Президиум (Совет) о своей деятельности (посредством предоставления информации в открытом доступе: в интернете, на сайтах, в группах);

- представляет Общему Собранию членов Ассоциации ежегодные отчеты об итогах деятельности Ассоциации;

4.7. В отсутствие Президента по его поручению, его функции исполняет вице-президент Ассоциации или назначенное им физическое лицо из числа Президиума.

4.8. Вице-президент Ассоциации назначается Президентом-основателем или избирается членами Президиума из числа членов Президиума.

4.9. Президиум (Cовет) Ассоциации является коллегиальным органом управления Ассоциацией. Состоит из Президента, полномочных представителей, учредителей и других лиц, которые избираются Общим Собранием членов Ассоциации.

4.10. Член Президиума (Cовета) может быть переизбран Общим Собранием членов Ассоциации в случае невозможности дальнейшего исполнения им обязанностей члена Президиума или уклонения от обязанностей.

4.11. Президиум (Cовет) собирается при необходимости решения текущих и срочных задач.

4.12. Президиум (Cовет) осуществляет поддержку деятельности Президента Ассоциации.

4.13. Внеочередные собрания Президиума (Совет) проводятся по предложению Президента.

4.14. Допускается принятие решений Президиумом (Cоветом) Ассоциации заочным голосованием (опросным путем). 

4.15. Президиум (Cовет) принимает участие в разработке стратегии деятельности и развития Ассоциации, комплексные программы, проекты Ассоциации;

4.16. К компетенции Президиума (Cовета) относятся вопросы:

- принятия решения о вступлении в члены Ассоциации или об исключении из членов Ассоциации.

- принятия решения по созданию Жюри, обсуждению конкурсов и мероприятий, проводимых Ассоциацией, подведению итогов конкурсов и т.д. 

5.         Заключительные положения.

5.1. Изменения и дополнения в устав Ассоциации вносятся по решению Президента-основателя и/или Общего Собрания членов Ассоциации.

5.2. Отношения регулируются настоящим Уставом.

1. General provisions.

2.1. 2.2. The objectives of the Association are:

- development of mutually beneficial, friendly and creative ties between writers, artists, artists and the entire creative intelligentsia around the world, strengthening relations on a literary, artistic and cultural basis; expansion and development based on the exchange of new cultural values; preservation and respect for classical literature and art; interaction with publishing, press, education, conducting consultations and competitions, the development of a high artistic level of works and any kind of creativity; promotion of the formation and improvement of the level of culture and literature, through competitions (including online)), incentives, publications of members of the Association, (including expansion through cooperation with world cultural, literary and other creative associations, unions, associations, publishers and distributors of literature and art;

2.3. In order to achieve its goals, the Association has the right to:

- develop and approve the programs of its activities;

- freely disseminate information about their activities;

- participate in the development of decisions of the Association's governing bodies to make proposals;

- to attract the necessary specialists from different countries to carry out assignments (on a voluntary basis), to create temporary creative teams and groups in Internet network structures;

- to involve any commercial and non-profit organizations on a voluntary and volunteer basis to perform work in the interests of the Association;

- participate in fairs and exhibitions; organize specialized exhibitions, symposiums and seminars, publish and distribute literature, informational and promotional materials;

- use symbols that can be placed on products, for example, in published books and magazines, mastered and produced with the assistance of the Association, along with the symbols of the direct manufacturer;

- to carry out business contacts in any country of the world, to interact with all institutions, organizations and firms, as well as with their representatives, with citizens of any country on issues within the competence of the Association;

to send, including abroad, employees of the Association and its members, to receive specialists and participants of festivals and business meetings to resolve issues related to the activities of the Association and its members.

2.4. The Association is obliged to:

comply with the laws of the countries, generally recognized principles, norms of international law relating to the scope of its activities, as well as the norms provided for by its Charter;

2.5. The Association carries out the following activities:

- promotes the integration of Association members into groups in Internet networks;

- develops literary, cultural and other creative projects and organizes their functioning and execution in the interests of the members of the Association;

- organizes the implementation of fundamental and applied cultural and literary research, activities and development of literature and art in the interests of the members of the Association (planning of international divisions, branches, formation of temporary creative teams, etc.);

- organizes comprehensive measures to ensure the information exchange system and the quality of literature and art in accordance with international standards in the member groups of the Association via the Internet;

- promotes the development of regional and international partnership, and the exchange of experience and knowledge in the field of education, culture, art and literature (holding face-to-face and correspondence conferences, cultural councils of specialists and heads of organizations belonging to the Association, etc., including via the Internet);

- initiates effective projects;

- carries out information notification of members of the Association on the basis of an Internet information communication system containing information about specialists, publishers, conferences, international exhibitions, interested partners, their capabilities, etc. on Internet portals, notifies in groups and in personal profiles or on the websites of members of the Association, providing information about the possibility of editorial, publishing and advertising activities.

3. The procedure for admission to and withdrawal from the association, 

the rights and obligations of members.

International Literary Association "Creative Tribune" (ILA "CT")

3.1. In the Association, depending on the scope and content of the rights and obligations that its participants assume, membership of two types is established:

- valid membership (members);

- membership with the right of advisory vote (Associate members).

3.2. The founders of the Association are its full members and have the corresponding rights and obligations.

3.3. The Association is open for new members to join.

3.4. Members of the Association may be entities interested in the preservation, development and promotion of literature, art and cultural studies to the masses around the world, public organizations, other creative and literary unions, publishing houses, translation bureaus and campaigns, mass media, advertising agencies, exhibition complexes, individual legal entities, etc., recognizing it The Charter, who have registered their membership in the prescribed manner, showing interest in the development of the productive work of the Association.

3.5. Legal entities from any country of the world can be members of the Association.

3.6. A person wishing to become a member of the Association submits an application addressed to the President of the Association with the recommendations of the current members of the Association.

3.7. Presidium (Council) The Association considers a candidate for membership of the Association on the basis of submitted documents and personal contacts with him.

3.8. Admission to membership of the Association is made with the consent of all members of the Presidium (Council) within no more than fifteen days after submitting the application.

3.9. The withdrawal of a member from the Association is carried out on the basis of an application (notification). The application (notification) of withdrawal from the Association is a unilateral refusal of the outgoing member to comply with the requirements of the Association's charter.

3.10. A member of the Association may be excluded from it by the decision of the remaining members in the following cases:

- if a member of the Association discredits the work of the Association by his activities and harms the Association;

- if a member of the Association does not pay membership fees in a timely manner, (in case the Association makes a point of paying membership fees in the Association's Charter).

3.11. Withdrawal and exclusion from the membership of the Association does not affect the mutual obligations of the respective parties.

3.12. In case of introduction of a clause on membership fees, entrance and periodic membership fees are non-refundable.

3.13. Members of the Association, when carrying out their activities within the framework of the Association and in relation to the Association, are obliged to:

- comply with the requirements of the Association's charter;

- comply with the standards, rules and other internal documents of the Association that are mandatory for compliance;

- contribute to strengthening the authority of the Association;

- not to take actions discrediting the Association and harming the Association;

- implement the decisions of the Association's governing bodies adopted in accordance with their competence;

- provide information about cultural and literary events, as well as other information available to them that is useful for the activities of the Association;

In case of making a contribution clause in the Charter, pay membership fees in a timely manner.

3.14. A member of the Association has the right to:

- count on the help of Association members;

- submit proposals for consideration by the governing bodies of the Association on issues within the scope of the Association's activities;

- participate in all events organized by the Association;

- voluntarily withdraw from the Association;

- provide additional financial assistance to the Association in the form of donations, free advertising, transfer of equipment and premises for permanent use or rent, etc.

3.15. Members of the Association may be awarded the title of Honorary Member of the Association. The procedure and conditions for awarding the title of Honorary Member of the Association are approved by the General Meeting of Members of the Association.

3.16. The rights of a member of the Association cannot be transferred to a third party.

Associate members of the Association may be legal entities, enterprises, organizations, institutions, public associations, unions, publishing houses, creative collectives, individual legal entities that have expressed their intention to become associate members of the Association and have recognized its Charter.

4. Composition and competence of the bodies, the order of management 

of the Association

4.1. The supreme governing body of the Association is the General Meeting of its members (hereinafter referred to as the General Meeting).

4.2. The General Meeting is authorized to resolve any issue of the Association's activities. The General Meeting meets (in person or online) once a year. The founders and members of the Association are notified in writing of the convocation of the General Meeting. The notice of the General Meeting, sent to the founders and members of the Association, indicates the time, place of the meeting and issues that are submitted for consideration by the General Meeting. An Extraordinary General Meeting may be convened at the initiative of the President (founder), the Presidium (Council) of the Association, the Executive Director, or at the request of 1/3 of the votes of the members of the Association.

The non-exclusive competence of the General Meeting includes the following issues:

- making a decision on the approval of the Association's Charter, on amendments and additions to it;

- identification of the Association's priority areas of activity;

- election of the Presidium (Council), Executive Director and early termination of their powers;

- making decisions on controversial issues submitted to the General Meeting by the President,

- approval of the report of the Presidium (Council) and the management apparatus;

- approval of the Regulations on competitions and events;

- approval of the Regulations on Associate Members of the Association;

- establishment of branches and opening of representative offices of the Association and approval of the Regulations on branches and representative offices;

- making a decision on changing the amount and procedure for payment of membership fees (in case of making a clause on payment of membership fees in the Association's Charter).

4.3. The members of the Association are the participants of the General Meeting. Each member of the Association has one vote at the General Meeting. The President of the Association has the right of advisory and decisive vote. Decisions are made by open or, at the request of the meeting participants, by closed voting.

It is allowed to make decisions by the General Meeting by absentee voting (by poll).

4.4. The work of the Association is managed by the President of the Association, who carries out his activities in cooperation with the Presidium (Council).

4.5. The President of the Association (except its founder) is elected by the General Meeting of the Association members for a period of 4 years.

4.6. The President makes decisions on all issues of the Association's activities.

Powers of the President of the Association:

- organizes and coordinates the work of the Association, including the coordination of the work of branches and representative offices of the Association;

- heads the Presidium (Council) Association, chairs its meetings;

- approves the structure of the Association;

- creates and liquidates the Management Apparatus;

- makes changes to the structure of the Association;

represents the Association at enterprises, organizations, and management bodies;

- performs representative functions;

- acts without a power of attorney on behalf of the Association;

- informs the Presidium (Council) about their activities (by providing information in the public domain: on the Internet, on websites, in groups);

- submits annual reports on the results of the Association's activities to the General Meeting of the Association's Members;

4.7. In the absence of the President on his behalf, his functions are performed by the Vice-President of the Association or an individual appointed by him from among the Presidium.

4.8. The Vice-President of the Association is appointed by the Founding President or is elected by the members of the Presidium from among the members of the Presidium.

4.9. The Presidium (Council) The Association is the collegial governing body of the Association. It consists of the President, authorized representatives, founders and other persons who are elected by the General Meeting of Members of the Association.

4.10. A member of the Presidium (Council) may be re-elected by the General Meeting of Members of the Association in case of impossibility of further performance of his duties as a member of the Presidium or evasion of duties.

4.11. The Presidium (Council) it is collected when it is necessary to solve current and urgent tasks.

4.12. The Presidium (Council) supports the activities of the President of the Association.

4.13. Extraordinary meetings of the Presidium (Council) are held on the proposal of the President.

4.14. Decisions may be made by the Presidium (Council) of the Association by absentee voting (by poll).

4.15. The Presidium (Council) participates in the development of the Association's activity and development strategy, comprehensive programs, projects of the Association;

4.16. The competence of the Presidium (Council) includes the following issues:

- making a decision to become a member of the Association or to be excluded from the membership of the Association.

- making decisions on the creation of a Jury, discussion of competitions and events held by the Association, summing up the results of competitions, etc.

5. Final provisions.

5.1. Amendments and additions to the charter of the Association are made by the decision of the Founding President and/or the General Meeting of the Members of the Association.

5.2. The relations are regulated by this Charter.
