Methodology
This unit uses lecture, segment(s) of the Planning P video, an activity, and group discussion to create a written IAP for an incident/event using the appropriate ICS forms and supporting materials; and then, using the IAP, conduct an Operational Period briefing.
The purpose of this facilitated activity is to help you prepare for developing an Incident Action Plan (IAP).
As a class, review and discuss each form on the subsequent visuals.
Purpose:
The purpose of this activity is to complete the planning cycle by conducting a tactics meeting, developing a written Incident Action Plan (IAP), and prepare for an operations briefing for a simulated incident.
Objective:
To complete the planning cycle by developing a written IAP developing an agenda for the Operations Briefing for your simulated incident.
This activity is divided into two components. In Part 1, students will prepare an Incident Action Plan (IAP) using the appropriate forms in your NIMS IAP sheets. In Part 2, students will develop the Operations Briefing agenda and then brief the IAP (developed in Part 1) in an Operations Briefing.
Work in groups to complete the following activity:
1. Prepare an Incident Action Plan, using (at a minimum) ICS Forms 202, 203, 204, 205, 206, 207 and 208. Complete an ICS 204 for the Group assigned.
2. Be prepared to finish in 45 minutes.
Refer to the following materials either provided or created in previous activities for the information needed to properly complete the forms:
Stakeholder list you created in Unit 2.
Incident organization you created in Unit 3.
Operations Section organization "reset" provided in Unit 4.
Incident Objectives "reset" provided in Unit 4.
The ICS 215 and 215a forms that you created in Unit 4.
Work in groups to complete the following activity:
1. Outline the agenda for the Operations Briefing in a Google doc or other format that you can screen share with the class.
2. Select a spokesperson and be prepared to present in 15 minutes
Scenario Update:
It is now 1400 hours. Moderate rain continues and has created additional challenges of run off. The bulk of the materials released that didn’t burn have been contained along Carpenter Road.
The weather forecast for tonight is for temperatures in the mid-40’s, with winds out of the south 3-5 miles per hour. Tomorrows forecast calls for temperatures in the low 50s, with winds out of the south. It will continue to rain through the night with amounts ranging from ¼ to ½ inch.
The next 24-hour operational period will begin at 2000 hours on May 18. An Operations briefing will be held at Clackamas Fire Station #8 at 1930 hours.
Critical Issues:
Rain continues to produce run off.
Several distribution centers in the area want traffic fully restored.
Clackamas Fire District will depart the scene soon and suggest finding a different location for the Incident Command Post.
Public and media interest continues to be high.
Clackamas High School closed for the rest of the day. Would like to resume classes tomorrow.
Environmental activists have started showing up and want information.
Investigation team has arrived and wants access to the scene.
