Unit Terminal Objective
Create an ICS Form 215, Operational Planning Worksheet, and an ICS Form 215A, Incident Action Plan Safety Analysis, using a given scenario.
Unit Enabling Objectives
1. Explain the operational planning steps including logistical concerns, cost-benefit analysis, and appropriate strategies and tactics to meet incident objectives.
2. Identify the scope and results of the Tactics Meeting.
3. Explain the purpose and use of ICS Form 215, Operational Planning Worksheet.
4. Explain the purpose and use of ICS Form 215A, Incident Action Plan Safety Analysis.
Methodology
This unit uses lecture, an activity, and group discussion to create an ICS Form 215, Operational Planning Worksheet, and an ICS Form 215A, Incident Action Plan Safety Analysis, using the strategies and tactics from a given scenario.
Objective:
To develop tactics and conduct a safety analysis for the next Operational Period, and complete ICS Forms 215 and 215A. Students may use the tactics meeting agenda as a template when conducting their group discussions.
Instructions:
Work in groups to complete the following activity:
1. Review the following in your reference materials:
• Scenario Update
• Operations Section Organizational Chart for the next Operational Period
• Updated Incident Objectives for next Operational Period
• Blank ICS Form 215 (in your NIMS IAP sheets)
• Blank ICS Form 215A (in your NIMS IAP sheets)
2. Complete the ICS Form 215 using the available information.
• The Operational Planning Worksheet (ICS Form 215) should reflect the organization provided in your reference materials. Five functional Groups have been established. Other organizational elements can be added as your group deems appropriate, i.e. Staging Areas or additional Groups or Divisions.
3. Based on the tactics selected on the ICS Form 215, complete the Safety Analysis (ICS Form 215A).
4. Be prepared to present in 60 minutes.
It is now 1200 hours. The fire has been extinguished. You received a briefing from the Clackamas Water Environment Services (WES) and Oregon Department of Environmental Quality (DEQ) as they will be the agencies having jurisdiction (AHJ) until the incident is stable enough to transfer responsibility to the Responsible Party (Facility Owner).
Your Incident Management Team (IMT) has formally assumed command of the incident.
