Government/Military MIG Team Assembling Scenario
Description: At a Military Service Command, the senior leadership has chosen to implement a data instrumentation and collection of new technologies planned to be inserted into an aircrew and maintenance Formal Training Unit (FTU). The purpose of the data collection is to assess whether incorporating the new technologies results in statistically significant improvements in one or more of the following measurement areas: training effectiveness, training efficiency, and/or training costs. However, many senior leaders and instructors are skeptical of changing as previous efforts were not planned and executed well and resulted in wasted taxpayers' dollars with zero to marginal gains. The Command senior leadership and Chief Instructors have identified several lessons learned from previous efforts and recognize the need to implement strong planning and change management with the instructor cadre to include planned versus actual objective assessment of technologies against the three measurement areas to ensure an objective assessment which technologies are successful and which are not-fit-purpose to achieve mission readiness.
Central challenge: Instructors are experiencing ‘change fatigue’ due to, among other factors, the lack of empirical evidence of the recurring changes being implemented and whether they are improving the quality, speed, and/or costs of aircrew and maintenance training.
