You're interested in joining, I see? Wonderful, marvelous! I'm excited to see how you shall fare. Oh, who am I, you ask? Well, you don't have to think about that, don't you? I'm merely another person! I walk and talk like a normal person, I sing and dance like the next one, and I have my likes and dislikes just like anyone else--just like you!
Hahaha, it's quite a funny phrase, isn't it? 'Just like you'. It's as if saying you are the same as everyone else, making you completely worthless, almost like a speck of dust in the grandness of the universe. Amazing, isn't it? Especially since it's true! You have no worth in this world, and quite frankly, you must be a burden for everyone else to carry. Are you shadowed by your trauma? Are you buried in pain from losing your loved ones, watching them die or perhaps, even killing them with your own hands? Wow, you're such a handful. Just like every other problem, then you must be one of them as well, correct? Like a buzzing mosquito hovering around the ear, the itch of killing it getting stronger by the minute--it's such a bother to live with, just like you! Hahaha, get it? Because it's such a burden, if not an annoyance, to deal with, just like you! Worthless, annoying, burdening. Just.

Oh, but I don't mean that I'm kidding on how you're worthless and all. I'm referring to the first things I've said, of course! After all, how could ever pesky little ants like you compare to me? My, if one of those tiny hills step on you, you would die immediately, wouldn't you? Haha, it's so funny! You all live such pitiful, useless lives, you die at the slightest impact, and you actually expect to survive? Who are you? Who do you think you are? God? Hahaha! Hilarious! Because even God can't compare to me, you see. He died by my hands, and perhaps soon, you will be next.
But who knows, who knows? Perhaps you will surprise me! I adore good shows, so I expect a lot from you.

In order to create any of the above, they:
Can be any age/gender/etc.
Must be able to handle any kind of weapon. (For weak characters, it doesn't have to be a strong weapon.)
If a Vigilante, specify their specializations. If such specialization requires secrecy, it is still a must to tell the admins about it, but it is of no need to inform others or the public.
If Liberation, specify their class and respective department. C-Classes don't necessarily have a specific department, but they may have a preference which to serve.
If a Remnant, specify their job, or if none, state N/A.
All HoECs must have a hometown in one of the Regions prior to the apocalypse. Refer here.
RULES OF CREATION
1.) Highly overpowered HoECs is not allowed unless with explicit permission from all the admins, and even if approved, they might be subject to modifications in the future if required. They are still allowed to be described as, for example, 'the strongest person who no one had ever defeated' provided that such characterization will only be used for story-telling purposes. Using the latter example, they will not be considered stronger than other HoECs, unless agreed upon by all owners of the HoECS of whom the interactions had unfolded with. As a general rule, no HoEC will be comparatively more than the ones that are canonically considered the superlative in the universe (e.g. strongest in the nation, the most intelligent mind of the century, etc.)
2.) The HoEC is not allowed to interfere with the main plot and/or setting outside official events, unless specified otherwise by all admins. It's allowed to have strong opinions; however, they are not allowed to do anything that will disrupt the current state of things, especially the standing and/or image of the liberation, vigilantes, remnants, or rouges on a large-scale level. As a general rule for creating conflicts, please avoid making large-scale problems that will require the admins themselves to clear up while in the planning of the universe plot.
3.) Assuming creatures types and species are OK. All creature types (Type 1, Type 2, Type 3) are allowed. However, they will stay non-canon unless approved by all admins. Stricter judgment will be applied for Type 3s when offered for approval. All creatures, if submitted and approved, will be credited to you if ever used in a canonical setting; however by submitting such creatures to become canon, you are giving us the right to modify it to how we see fit for the universe and story, with or without your permission for plotline-confidentiality purposes, but we will still, nonetheless, credit you visibly for the original idea.
If you cannot agree to that, do not submit creatures for canonization.
NON-CANON CREATURES MAY be part of your HoEC's backstory, given that it will NOT affect the current plotline, or if it will, may only affect your HoEC and any other HoEC of whom the owner has given explicit permission to that their HoEC may be affected. Canonically speaking, they will NOT be a source of danger. However, such creatures are still allowed to be used in public/private roleplays or anything similar. They will not be recognized by the admins, except for fun.
CANON CREATURES MAY be used for anything (Backstories, roleplays, etc.) and would be the only ones used to tell the canonical plotline of HoE. Type 3 Creatures are allowed to be used as well, but ask permission first from the admins before you will incorporate it to anything you wish to share to others or the public.
4.) No adjustments will be made to the canonical setting/timeline/characters/etc. in order to accommodate your personal plans with your HoEC. If you need any clarifications how such and such happened however, feel free to contact us in the Discord Server, in the Instagram account, or any of the admins privately.
5.) There are no limits on how many HoECs you wish to make. However, classes of Liberation Officers have a limit. They are:
*Department Heads - Total: 3 - FULL
*S-Class - Total: 3 - Up to the respective admin's discretion
(Institute - Kabi, Core - Ceri, Armory - ely)
*A-Class - Two (2) per department - Total: 6 - FULL
*B-Class - Three (3) per A-Class, six (6) per department - Total: 18
OPEN, current count as of 10/29/24: 14
Institute: 5
Core: 5
Armory 4
*C-Class - Unlimited
(C-Class Officers are assigned to report to their respective B-Class Officer. They may have a preference which department to serve, but they can be commanded by any officer of any department with a higher rank than them.).
6.) You may assume anything (i.e. how the apocalypse happened to your HoEC, their personal experiences with the Liberation/Vigilantes/Remnants/Rogues whether bad or good, specific conditions you've set affecting ONLY your HoEC or others' HoEC with the owner's explicit approval), however, do not speak with finality when you are assuming the general conditions of the canon setting, characters, and organizations made by the admins for the universe. You may ask the admins for a canon-check, but please mind your language and tone when doing so.
