You know what? Scratch that.
That's only a facade, the fake description you give so people will trust you more, you see? After all, how can the people trust its government, when the government itself alliances with the criminals it seeks to hunt?
Rogues, per se, are actually part-Remnants and part-Vigilantes of whom, however, are seen with a legal status by the Liberation. To reiterate, they are a group of people who likewise work under their own rules and live separately from the Liberation. However, they have a decent relationship with the organization to the point the Liberation is willingly look away from the operations of these groups. Rogue groups' Officials (also known as the people who fight creatures and control the group) are usually low in number, but slightly higher in some groups when they have civilians under their wing.
To protect the Rogues' legality, they are commonly described as Remnants to and by many others, but if one is to stay true to their core, their operations are much alike to the Liberation. But rather than having Liberation Officers as the people to guide the civilians, they have Vigilantes (the Officials, in general terms) that do.
Notably, only one group so far has survived considerably with around a hundred civilians under its' name during the start of the apocalypse.
In comparison to the Liberation, this is merely a small feat.
But in comparison to other Rogue groups, this is, by far, the most successful one.
However, after the first year, they've disappeared from the face of the earth.
It is currently unknown where they are, and what have they've been called.
(They are rumored to live in Nabasa, Southwestern Isles. They are known as the EXILES.)
You may create a Rogue group, provided you follow the following rules:
1.) It may or may not have civilians under its' wing.
2.) If only consisting of officials (People who can fight), it must not exceed having a population of ten (10) officials for storytelling purposes.
3.) If consisting of both officials and civilians, it must not exceed having fifteen (15) officials, and twenty (20) civilians for storytelling purposes.
4.) In both cases, only a maximum of three (3) Officials and Civilians respectively can be named/characterized officially as an HoEC. Total number: 6 people. The rest must be NPCs.
5.) They will not be overpowered, especially regarding their strength over canonical organizations and certain characters we had and will introduce and establish, and may only affect HoECs whose owners explicitly agree that their HoECs will be affected.
6.) Unless said otherwise, the rogue group will have no bearing to the main plot.
7.) Because Rogue Officials are still considered as Vigilantes, any named/characterized Officials members of the group must also have a specified Main Category (Exterminator, Scout) and Sub-Category (Primal Hunter, Recon, Freelancer, etc.). The Civilians, likewise, will be considered Remnants for easier classification.
8.) They will only contain operations in one specific location in any of the livable Regions, provided, one can provide sufficient reason how they survive the said place. They cannot operate in the Central Plains, or in the Southwestern Isles.
9.) In cases where a Rogue group is already living in a specified location, they may-coexist in the place. Whatever happens between the groups are up to the Rogue group owners' discretion.
10.) One (1) of the officials within the Rogue group MUST, however, have a connection with any of the Vigilante Trio (Ise, Abbi, Lotta) for plot-reasons. Whatever connection that is will be up to the Rogue group owner's discretion.

Then proceed to introduce the members using the format of the Vigilante forms for the Officials in the #Vigilante channel, and the Remnants form in the #Remnants for the Civilians. Be sure to specify somewhere that they're a part of the Rogue group somewhere in the form.
