Introduction
Dr Charles Tsai currently is the General Manager of Hydrogen Energy Business Division of Delta Electronics Inc. and has worked for Delta for over 20 years. He is a seasoned leader in the data center industry, with a focus on innovative and sustainable solutions. Since 2001, he has led the development of Delta's data center infrastructure solution and, deeply integrating the company's dedication to environmental responsibility into its products. This has resulted in a significant boost in Delta's brand visibility within the data center space, along with widespread recognition from clients worldwide. and Now as the leader of Delta's hydrogen energy team, he is responsible for the development of next-generation Solid Oxide Fuel Cell (SOFC) and Solid Oxide Electrolyser Cell (SOEC) products and the advancement of Delta's commitment to environmental sustainability through competitive product offerings.
Dr Tsai received Ph D and M S degrees in electrical engineering in 1995 and 1989 respectively, from National Cheng Kung University, Taiwan.

In 2015, Etrovision Technology modernized traditional parking services by integrating digital surveillance technology with smart parking solutions, enhancing both security and operational efficiency. The company then creates a comprehensive parking management solution featuring a multi-payment, cloud-based SaaS platform, offering car location assistance and EV charging space management services. These integrated solutions revolutionized domestic parking services.
Currently, Sung-Chin Shen is the General Manager of Chung Hsin Electric and Machinery's New Energy Business Group and Chief Operating Officer of Etrovision Technology. Introduction
Dr. Leo Tsai is a pioneer in Taiwan’s hydrogen industry, specializing in hydrogen storage, production, and application technologies. He holds a Ph.D. in Mechanical Engineering from National Central University, where his research focused on hydrogen storage materials and metal hydrides.
With over 20 years of experience in hydrogen energy development, Dr. Tsai has played a crucial role in advancing Taiwan’s hydrogen sector. Before co-founding U Hydrogen in 2017, he led hydrogen production technology teams at CEHM (Zhongxing Electric), managing key projects in methanol reforming hydrogen production and fuel cell system integration. Recognizing the urgent need for zero-carbon hydrogen solutions, he shifted his focus to PEM water electrolysis, which became the foundation of U Hydrogen’s core technology.
As President of U Hydrogen, Dr. Tsai has led the company to achieve multiple milestones, including developing Taiwan’s first 100% self-developed PEM electrolysis system exceeding 100L/min and spearheading the Nantou Solar-to-Hydrogen Storage & Utilization Project. He is also actively involved in AEM electrolysis research, positioning U Hydrogen at the forefront of next-generation hydrogen technology. Under his leadership, U Hydrogen was awarded the 2024 Ministry of Economic Affairs Startup Award, reinforcing its position as a key player in the global hydrogen transition.
