In 1898 and 1899, the householder was Richard GEE, a painter, who is shown in the electoral register and the City Directory. This is the first listing I can find for the property. Born about 1840 in Malpas, Cheshire, son of farmer William GEE, Richard was living in Crown Street in 1865 when he married welsh-born Elizabeth Jane ROBERTS. By 1901 he had moved from Greenside Avenue and was living at 17, Bartlett Street, Wavertree with two of his daughters (born Woolton and Wavertree) and his sister-in-law, who was his housekeeper. He was listed as a journeyman painter.
