The Vision of the institution reflects its unique character, its value orientation and the very essence of its existence. As guided by its vision, the Government Degree College for women, Nalgonda strives to achieve its goals and mainly focuses on creating conducive academic environment for individuals to realize their innate potential. The primary objective of the academic organization is to create knowledgeable, skilled and value-imbibed human beings. To this end, it is committed to provide the students with the facilities-physical, academic, administrative and auxiliary facilities which are conducive for transforming themselves into human resources with knowledge, skills, humane, and societal commitment. The vision statement of the college also finds its reflection in each and every activity organized in the college. The curricular and co-curricular programs and extension and outreach programs activities undertaken inside and outside the college by its various wings are designed by keeping the vision statement of the institution. The vision statement of the college finds its resonance in the capability enhancement training Programs such as coaching for competitive examinations, skill development schemes (TSKC), remedial classes for the slow learners, and student seminars, study projects (Jignasa) for the advanced learners, Sports and games and Literary and Cultural activities (Yuvatharangam) etc which are of helpful in identifying the innate potential of the young adult learners. They are useful in the realization of the college’s vision of transforming its pupils into all round personalities. The vision and mission statements of the college are well communicated to the students, staff and other stake holders through the college prospectus, website, academic calendar and college magazine. The College has been putting its great efforts by adopting suitable practices for the promotion of social awareness, humanism and for imbibing moral and ethical values.



6.1.2 The effective leadership is visible in various institutional practices such as decentralization and participative management. (5)

Response:

The leadership of the institution strongly believes in the principle of decentralization and participatory democracy in its function. In consonance with the principle, the college follows many practices to implement the leadership nurturing methods. The governance of the institution is reflective of an effective leadership in tune with the vision and mission of the institution.

A. The Participative Management

The institution promotes the culture of participative management at the strategic level, functional level and operational level.

v Strategic level: The Principal,

C.P.D.C, staff council and the IQAC are involved in defining policies procedures, framing guidelines and rules regulations pertaining to admission, examination, discipline, grievance, support services, finance etc

v Functional level: Faculty members share knowledge among themselves, the students and the staff members while working for a committee.

v Operational level: The Principal interacts with government and external agencies, faculty members maintain interactions with the concerned departments of affiliating university. The Students and the office staff join hands with the Principal and faculty for the execution of different academic, administrative, extension related, co and extracurricular activities.

B.Decentralization

The principal and the staff met in the beginning of the academic year and discussed various issues related to academic and administration to reach out to the students in an accessible way. And it is resolved to constitute different committees to carry out various activities of the college according to the Vision and mission of the college. The institution has a mechanism of providing operational autonomy to various functionaries in order to ensure a decentralized governance system.

The Principal is the Chairman of all the committees. The committees are constituted with the teachers as members and one of the senior teachers as the Coordinator/Convenor. All the teaching and non teaching staff are members of at least one committee. It is ensured that representatives from students are nominated in each and every committee. The student representatives consult their fellow students and voice their opinions in the meetings of the committees. The views expressed by the students are given utmost priority in devising new policies. The Staff Council which is the apex committee in formation of policies and their implementation at the college level consists of all the senior members of the teaching staff. The Staff Council meetings are held periodically under the Chairmanship of the Principal.

Usually a senior member of the faculty is nominated as the Academic Coordinator to deal with academic activities and examination related work as per the almanac of the affiliating university. Another senior member of faculty acts as the Coordinator of the Internal Quality Assurance Cell (IQAC) to look after the quality enhancing and sustenance initiatives including ICT enabled teaching in the college. The Principal in consultation with the committees takes decisions to improve teaching learning process. The Conveners of various committees coordinate and deploy activities pertaining to their respective committees.

The Admissions Committee (for admissions) involves all members of the staff who cooperates and work at different levels. They also sit in at interface meetings and meet parents and students prior to admission. The Library committee prepares and plans for the book budget with individual departments. Similarly other committees are empowered to carry out their assigned duties ensuring their inclusiveness and participatory management in the college.

The most senior member among the teaching staff is nominated as Vice Principal who looks after the college affairs in the absence of the Principal. The college works in the spirit of common and collective leadership and has put in place appropriate mechanism of decentralization and participative management to develop institutional leadership by nurturing the staff members as leaders. The administration reviews its functioning by taking the views of the stakeholders – students, parents, alumni and teachers - through feedback and strives to improve from time to time.

6.3.1 The institution has effective welfare measures for teaching and non-teaching staff (5)

The Government Degree College for women is a public-funded educational institution based on the concept of ‘welfare state’. Accordingly, the college extends various welfare measures in order to ensure effective performance of the teachers and non-teaching staff. The following welfare schemes are available to the staff members as per the rules and regulations of the Government of Telangana and other regulatory bodies:

The members of staff avail themselves of these welfare schemes as per the guidelines.

Since the institution is being a Government Degree College, the service rules and guidelines framed by the UGC and Govrnment of Telangana State are followed scrupulously. All the welfare schemes provided by the State Government are applicable to the permanent teaching and non teaching staff members working in the institution. The welfare schemes provided by the State Government are as under. Teaching and Non-teaching staff appointed prior to 2004 are eligible for pension benefits on retirement. GPF, Gratuity and Leave Encashment were availed by retired faculty as per the rules in vogue. However, Teaching and Non- teaching staff appointed after 2004 are covered under New Pension Scheme. Leaves to teaching and non-teaching staff are sanctioned as per the guidelines of the UGC and Government of Telangana State ·Festival advance and house building loans facility is also available.PF loans are sanctioned as per GOI rules.\

6.3.5 Institutions Performance Appraisal System for teaching and non-teaching staff (5)

Institution follows three types of performance appraisal . The procedures for evaluation are mainly to find the ways on improving the performance of staff rather than finding the flaws.

1. Feedback

a. Feed back is collected from the students on the curricular methods followed by the teachers suits to the needs, aspiration, sensibility and Employability.

b. Other Stakeholders like Parents of the students are also asked to express their opinion

on the feedback on Curricular aspects. So, that the management can know whether curriculum is according to the expectations of the parent or not.

c. Feedback on Lecturers will be collected by IQAC of the college from students for every semester and suggestions are made on to improve the teaching process to be effective.

2. API Scores:

The teacher’s performance is measured by API (Academic Performance Index) score. The Commissionerate of Collegiate Education (CCE) has set some parameters to estimate the teacher’s performance based on the Seven Criteria prescribed by university grants commission (UGC) .

On basis of the parameters UGC prescribed proforma indicated for College teachers every teacher's performance is evaluated. At the end of every Academic Year the teaching Staff are essentially required to produce their annual performance indicators to the IQAC. Every teacher has to evaluate his/her work under self assessment. Finally the Principal and IQAC coordinator examine the score sheet based on the evidences produced.

3. Academic Audit:

CCE appoints Academic officers once in a year during January/ February to view all the academic activities performed by the faculty in that particular academic year .The members visit all the Departments and assess the performance of every teacher examining relevant

documents and proofs will be grading the teaching staff according to their performance in curricular, co-curricular and Extracurricular aspects and the report is submitted to CCE.

At the end of every month all the teaching faculty is instructed to get signature of the principal on teaching diaries and attendance registers to check the teaching process in accordance with annual / semester plan.

6.4 Financial Management and Resource Mobilization (20)

6.4.1 Institution conducts internal and external financial audits regularly (6)

The principal is the head of the institution and monitors all the financial resources and transactions of the college.All the major financial transactions are done through bank’.Under the chairmanship of principal and concerned departments or committees the bills and vouchers are countersigned to see that no misuse takes place in transactions. Head of the departments especially the science departments maintain stock of all equipments or chemicals of their respective labs.similar stock registers are maintained by the library science department .and physical education department. At the end of each academic year the staff incharges along with the principal verify stock registers of all science labs computer lab and the registers related to the department of library science and physical education.

The college being a government institution receives annual budget for administrative purposes and for improvement of infrastructure facilities.

Work done statements of guest faculties are duly signed by head of the department before sanctioning of remunerations. The CCEcommissionarate of collegiate education appoints a ,team constituting of three members,two senior faculty members and one principal of government college to conduct internal audit in various colleges and verify the records.

The external audit is done by the office of the accountant generalAG whenever the principal of the college retires or is transferred all the financial transactions that have been done under his or her period are audited.

Institution seeks to mobilize Government and non government grants for the betterment and improvement of the institutional infrastructure and knowledge resources. the college submit proposals to the relevant authorities such as UGC, rusa state council for higher education Telangana etc.

It solicits actively MP lad grants for the development of the institutional infrastructure.

It welcomes donations memorial prices and endorsements from the staff members alumnae and guardians towards the development of the institution.

All government and non government financial grants are are utilized fully keeping in view the best interest of stakeholders.

The college has recently received rupees 2500000 fund from local MP Sri Gutta Sukhender Reddy for the construction of mini auditorium. The college so has approached public sector forms such as GAIL for funds for efficient working of institutions. Under social responsibility Central prison Hyderabad has donated the furniture for the benefit of students it donated 15 table and 35 S type chair out of which table and 15 step chairs have been given to school nearby.

Mobilization of intellectual and other resources -----the institution mobilizes its human resources by visualising designing and implementing academic and co curricular activities to develop the potential of the students to the fullest.

It provides encouragement and support to all the staff members to reach their personal and professional growth goals by cooperating with their career development Imperatives.

6.5 Internal Quality Assurance System (30)

6.5.1 Internal Quality Assurance Cell (IQAC) has contributed significantly for institutionalizing the quality assurance strategies and processes (10)

Internal quality Assurance committee of the college strives hard to promote quality measures in all the aspects related to development of college. The committee communicates all the departments about the quality parameters decided by the higher education council.The internal quality assurance cell takes utmost care in development of quality benchmarks for various academic and administrative activities of the college. The IQAC coordinates with the faculty in preparation of annual curricular plans, teaching plans and other records for the purpose of academic audit and attainment of excellence.,

The primary objective of the committee is to guide and monitor academic,co-curricular and extra curricular activities with a view to promote and sustain quality in academics and administrative systems. In order to promote research in the college IQAC has encouraged the faculty members to get themselves enrolled in PhD & related activities.Due to constant motivation provided by the IQAC of the college the faculty members are encouraged to attend various workshops,orientation course,refresher course , Faculty development programmes.

Regular periodic monitoring and the meetings at regular intervals, maintaining the perfect documentation of all the activities and assisting various departments to keep all the relevant records -teaching plan ,teaching diary,internal-external marks record , attendance registers is also an important feature of IQAC. The committee also plays a pivotal role in motivating the faculty members in taking up adopting new ICT based learning methods.. The cell also encourages various departments to celebrate days of regional and national importance to express unity in diversity.

6.5.2 The institution reviews its teaching learning process, structures & methodologies of operations and learning outcomes at periodic intervals through IQAC set up as per norms and recorded the incremental improvement in various activities (10)

2. The NSS unit of the college has duly adopted village in the locality where social work activities are carried out on regular basis including the free medical camp

3. DMHO Nalgonda took the initiative and carried out free COVID test for the staff members

4. IQAC has taken initiative to improve the infrastructural facilities. The principal of the college along with the accuracy members special care in building of ramp in the new building constructed and also in the construction of more toilets for the students and a special toilet facility for disabled students was given for most consideration.

5. As per the instructions of the principal the vision and mission of the institution have been prominently displayed in the premises.

6. Up gradation of institutional website is done for effective projection of salient features of the college.
