Faculty Quality Assurance System

FQAS (Faculty Quality Assurance System) applies to ALL full and part-time faculty teaching degree-credit or Adult Basic Education.

Wisconsin State Statute and Administrative Code establish the minimum academic, occupational and teaching requirements for technical college education personnel. FQAS is an effort to ensure quality education by establishing minimum system-wide standards for all of Wisconsin’s 16 technical colleges.

The FQAS process begins with the hiring process, identifying for colleges the minimum academic and occupational requirements for faculty as established by accreditors and federal and state licensing requirements.

Each college maintains their FQAS through professional development plans that include approved educational competencies, ongoing development of occupational experience, mentoring and faculty evaluation.


FQAS Overview

TCS 3 applies to all district instructors teaching courses that apply to a degree or Adult Basic Education. It does not apply to instructors teaching adult continuing education or community service/avocational courses listed under aid code 42, 47, or 60, as defined in the Wisconsin technical college system educational services manual as follows:

  • aid code 42 applies to general adult educational offerings that contribute to basic education, citizenship, and community safety for the general public;

  • aid code 47 occupational adult applies to educational offerings with a definite vocational/technical objective designed to either provide future employment or upgrade individuals in their present occupations;

  • aid code 60 applies to educational offerings that are leisure-time, self-enrichment activities including arts, crafts, games, hobbies, sports, recreation, and foreign language conversation.

As of July 1, 2015, instructors must meet the FQAS requirements to teach degree or Adult Basic Education courses in the WTCS.

Every course has an aid code; the first two digits in a course number. For example, for Cultural Anthropology (20-809-283-00) the aid code is 20. This is important for adjuncts to know because there are different processes and expectations for adjuncts depending on the aid code of the courses they are teaching. A list of aid codes and the associated type of course is listed below:

  • 10: Associate degree or General College (Credit)

  • 20: University Transfer (Credit)

  • 30: Short-term Technical Diploma (Credit)

  • 31: One-Year Technical Diploma (Credit)

  • 32: Two-Year Technical Diploma (Credit)

  • 50: Apprenticeship (Credit)

  • 70-78: Adult Basic Education (Non-Credit)

  • 42: General Adult (Continuing Education) - FQAS does not apply - Applies to educational offerings which contribute to basic education, citizenship and community safety for the general public.

  • 47: Occupational Adult (Continuing Education) - FQAS does not apply - Applies to educational offerings with a definite vocational/technical objective which are designed to either provide future employment or upgrade individuals in their present occupation.

  • 60: Avocational (Community Education) - FQAS does not apply - Applies to educational offerings that are leisure-time, self-enrichment activities including arts, crafts, games, hobbies, sports, recreation and foreign language conversation.

  • Special: (Contracted Training or Technical Assistance)
