USEPA wrote Construction "could" BEGIN Feb 2027  ( from August 2023 Slide from  BASF NW Virtual Public Meeting) 

Yet BASFs own schedule, submitted Sept 2022 to EPA showed construction completely ENDING Jan 29,2027 and system operating.
(Startup and optimization 9-2025 to 1-2027)

The Court Consent Decree between the State of Michigan and BASF from Nov 1985 was amended and reentered
on Sept 04 1986  (LINK) to include an DATE of Complete Installation and Commencement of  Operation on or before December 31, 1986.  LINK

By Dec 31, 1986 - BASF Shall Implent and Operate
