Our insights are powered by a robust evidence-based framework built on diverse data sources, which we meticulously gathered from reputable repositories, governmental agencies, institutes of national statistics, and academic publications. By leveraging this comprehensive array of sources, we aim to provide a holistic perspective on policy implementation that could enable a better understanding of what works, where, and for whom.
From infrastructure investments to sustainable development initiatives, the dataset we rely on encompasses a diverse array of single projects implemented under the Cohesion Policy on the one hand and the National Recovery and Resilience Plan (NRRP) on the other. Our data sources provide insights into the objectives, targets, funding allocations, and outcomes of their respective policies, trying to shed light on their implementation success at regional and national levels.
Data on cohesion policy are drawn from the portal OpenCoesione, the national open government initiative on cohesion policies, coordinated by the Department for Cohesion Policies within the Presidency of the Council of Ministers. It was established in 2012 to promote better use of public resources by disseminating and reusing data and information on projects funded with national and European resources.
On the portal, data is available on the planning and implementation of cohesion policies starting from the 2007-2013 cycle for all national and European programs (from the 2000-2006 cycle limited to the regional FSC programs) and updated every two months.
The data source on projects in implementation is the National Monitoring System, managed by MEF-RGS-IGRUE. For each implementation project, anagraphic, financial, procedural, and physical information and details on the main entities involved in project realisation are published in open data format. These details are interactively navigable from the portal, including territorial localization down to the municipal level and policy theme.
Our analysis will concentrate on the Programming cycle 2014-2020.
Data on NRRP are gathered from Italia Domani, the portal of the National Recovery and Resilience Plan (NRRP), which is part of the Next Generation EU (NGEU) program. The portal is handled by the State General Accounting Office, aiming to publish and disseminate information, data, and documents relating to the planning, implementation, and evaluation of the interventions of the National Recovery and Resilience Programme.
The main component of the NGEU program is the Recovery and Resilience Facility (RRF), which lasts six years, from 2021 to 2026.
The portal records the progress of each investment and the expenses incurred. For each project, anagraphic, financial, procedural, and physical information and details on the main entities involved in project realization are published in open data format. The data is provided at the level of the project municipality and allows the classification of each measure in one of the seven Missions of the Plan.
A comprehensive dataset detailing the demographic and economic conditions of municipalities has been produced to the purpose of our analyses. This extensive repository includes various demographic indicators, including population size, age distribution, and education levels, that we sourced from the National Institute of Statistics (ISTAT).
Furthermore, we've gathered, from the Ministry of Finance (MEF), Revenue Agency, and Aida insightful metrics regarding the economic landscape of each municipality, including the employment rate, GDP per capita, and characteristics of the industrial network.
All this information serves as a valuable resource for comprehending the diverse nature of local economies and designing targeted interventions. By leveraging this data, we can, indeed, customize policy initiatives to suit the unique needs and characteristics of each municipality.

Incorporating data on political characteristics and administrative capacity into policy analysis enriches our understanding of the complex interplay between governance structures, institutional arrangements, and policy outcomes.
Controlling for the political characteristics of municipalities is essential because the ideology, party affiliation, and governance structures at the local level can significantly influence policy priorities, decision-making processes, and resource allocation.
Similarly, staffing levels, expertise, training, and bureaucratic efficiency are pivotal in determining the effectiveness and efficiency of public service delivery, regulatory enforcement, and program implementation.
