The National Resilience and Recovery Plan is structured around six main Missions.
The mission aims to modernize the country by achieving a simpler public administration, a more competitive production sector, and more consistent investments in tourism and culture.
Transform and simplify the Public Administration by reducing the time and costs of bureaucracy; Contribute to creating new jobs.
Create ultra-fast networks to cover the entire national territory and speed up the spread of 5G throughout Italy to reduce the digital divide. Provide fast connections to public administrations, schools, healthcare facilities, and museums.
Promote the digital transition and the adoption of innovative technologies and digital skills in the private sector, encouraging Made in Italy and the development of small, medium and large Italian companies on international markets.
Enhance historical and cultural sites by improving safety and accessibility, especially in rural and peripheral areas. With the Tourism 4.0 plan, encourage the relaunch of tourism and cultural sectors through a digital and sustainable approach, renewing the offer of tourist accommodation facilities.
Strengthen Earth observation systems to monitor outer space and strengthen national skills in the Space Economy.
The Mission aims to achieve a green, ecological, and inclusive transition by promoting the circular economy and developing renewable energy sources and more sustainable agriculture.
Strengthen the network of separate collection, material treatment, and recycling plants to improve the country's circular economy and waste management.
Simplify the authorization procedures for renewable energy, bolstering its presence in the country. Introduce hydrogen-based solutions for cutting-edge research, production, and utilization in industry and transportation
Strengthen investments in smart grids to enhance the electricity grid's capacity, reliability, and security. Reduce losses in the water distribution network.
Improve the quality of urban decor and the social and environmental fabric by reducing emissions and renovating public buildings.
Secure the areas most at risk of landslides or flooding and enhance the territory through redevelopment, monitoring, and prevention interventions.
The mission tries to induce a profound change in the transport offered by creating more modern and sustainable roads, railways, ports, and airports within five years.
To create a modern and accessible railway network and to improve the mobility of citizens and goods. The main interventions concern the High Speed on the Salerno-Reggio Calabria, Naples-Bari, and Palermo-Catania routes and the extension of the Turin-Venice High Speed up to Padua.
The mission aims at a new and stronger education system, with young people at its center, to guarantee them the right to study, the digital skills, and the abilities necessary to meet the future challenges.

Support researchers in developing skills, particularly in the field of digital technologies and ecological transition.
The mission aims to innovate the labor market, facilitate participation, improve training and active policies, eliminate social, economic, and territorial inequalities, and support female entrepreneurship.
Enhance the labor market and professional training by increasing the employment rate, pursuing active labor policies, and strengthening employment centers.
Increase the level of participation of women in the labor market. The main objectives concern supporting women-run businesses while promoting cultural change.
Investing to reduce situations of marginalization and social degradation by redeveloping public areas and promoting cultural and sporting activities. A specific line of intervention supports people with disabilities or who are not self-sufficient.
The Mission aims to improve the National Health System to make the structures more modern, digital, and inclusive, guarantee equal access to care, and strengthen prevention and local services by promoting research.
Improve hospital infrastructure, adapting it against seismic events; make local assistance more widespread throughout the territory to guarantee primary and intermediate care, especially for the most fragile categories.
Renew digital systems, strengthen data collection, processing, and analysis tools to ensure the dissemination of the Electronic Health Record (EHR), and provide Essential Levels of Assistance (LEA) throughout the country.
