A Multi-Tiered System of Support (MTSS) is a systematic, continuous-improvement framework in which data-based problem solving and decision-making are practiced across all levels of the educational system to support student learning. MTSS is a way of doing business that utilizes evidence-based core practices, intervention strategies, and assessment tools to ensure that every student receives the appropriate level of support to be successful. MTSS organizes and prioritizes the strategies used by schools to meet the needs of learners into a system and is not a separate or standalone initiative.
