What is MTSS? A Multi-Tiered System of Supports (MTSS) is a systemic, continuous-improvement framework in which data-based problem solving and decision-making is practiced across all levels of the educational system for supporting students. The framework of MTSS is a “way of doing business,” which utilizes high quality evidence-based instruction, intervention, and assessment practices to ensure that every student receives the appropriate level of support to be successful. A Multi-Tiered System of Supports helps schools and districts to organize resources through alignment of academic standards and behavioral expectations, implemented with fidelity and sustained over time, in order to enable every child to successfully reach his/her fullest potential.

As you begin your MTSS process, the first steps are to ensure a leadership team and comprehensive system of support is solidly in place to guide the work that will occur.
A strong core curriculum and effective instruction ensures the majority of student literacy needs are met during core reading instruction, thus reducing the need for additional targeted support.
Intervention training is typically for schools in their second year of implementing MTSS. Training focuses on decision rules for identifying students in need of intervention, developing a plan for progress monitoring and goal setting, a plan for rolling out instructional delivery strategies, and indicators to measure implementation. Learn how to use written response rules for intervention decision making and the types of decisions to be made, and guidance on setting goals and applying response rules. Training also discusses how to plan for collecting observation and fidelity data, and procedures for documenting intervention delivery.
Once intervention supports are solidly in place, districts will begin the process of deeper analysis of data in order to determine if students are making adequate progress. Application of intervention decision rules, documentation of delivery of intensification strategies, and analysis of issues around intervention content and delivery will allow leadership teams to identify areas for focus. Strategies and techniques to intensify intervention support for students whose progress is not on track to meet goals, and coaching or professional development needs of interventionists will be explored. Participants will have the opportunity to problem solve, plan for intensification of interventions, and develop intensification plans for their intervention groups.

ISPS - Individual Student Problem Solving - A process to help diagnose, plan and implement specific supports for individual students.
Science of Reading - Science of reading refers to the research that reading experts, especially cognitive scientists, have conducted on how we learn to read. This body of knowledge, over twenty years in the making, has helped debunk older methods of reading instruction that were based on tradition and observation, not evidence.
Explicit Instruction - Is instruction that is systematic, direct, engaging, and success oriented—and has been shown to promote achievement for all students. Explicit instruction is a way to teach skills or concepts to students using direct, structured instruction. It helps make lessons clear by modeling for students how to start and succeed on a task and giving them ample time to practice.

Social, Emotional and Behavioral Learning (SEBL) Resources to support the social, emotional and behavioral learning of all students.

Implementation Evaluation - Teams will walk through the steps to systematically evaluate their implementation of MTSS, review their end-of-year data, complete the district’s Implementation Evaluation Rubric and determine ‘next steps’ for the following school year.
Data Based Coaching - Learn how to conduct and give feedback following targeted observations. Coaching will be based on classroom data. Training will provide support to coaches and administrators as staff implement training, specifically explicit instruction skills.
