U.S. Small Business Administration (SBA)
This well organized federal agency site provides among other things, a business start-up kit, financing and SBA loan information, links to numerous outside resources (private and state), online library reading room, and much, much more. This should be one of the first sites to consult.
Small Business Development Centers (SBDC)
There are 900 sites around the country to assist small businesses and aspiring entrepreneurs. Many have websites linking users to reputable and quality resources when developing a small business plan. Researchers can also find information on franchising, demographics, industry information and more. Many also include tutorials on a variety of topics.
Service Corps of Retired Executives (SCORE)
SCORE is a nonprofit association dedicated to entrepreneur education and the formation, growth and success of small business nationwide. With volunteers and chapters throughout the U.S, it serves as a resource partner with the U.S. Small Business Administration. Working and retired executives and business owners serve as "Counselors to America's Small Business" by volunteering their time and expertise to provide confidential counseling and mentoring at little to no cost.
BusinessUSA.gov
Business.gov is a result of 22 federal agencies efforts and is deemed the “U.S. Government's official website for small businesses.” It provides a wealth of information on all small business topics.
Edward Lowe Foundation - "Helping communities help their entrepreneurs"
Homepage of the Edward Lowe Foundation, devoted to championing the entrepreneurial spirit. Lowe, the inventor of Kitty Litter, established the foundation to promote his philosophy of “economic gardening” which is a strategy based on the idea that entrepreneurs drive the economy. The Entrepreneur’s Resource Center contains materials on Building and Inspiring an Organization, Defining and Serving a Market, Acquiring and Managing Finances, Human Resource Management, and Legal and Tax Issues.

National Federation of Independent Business (NFIB)
Advocacy group for small businesses; tracks issues affecting small businesses, and provides tips for small business owners. NFIB has been ranked the most influential business organization in "Washington's Power 25" survey conducted by Fortune magazine.
International Franchise Association (IFA)
The world’s oldest and largest organization representing franchising worldwide; mission is to protect, enhance and promote franchising through government relations, public relations and educational programs.

From the Library of Congress, this website contains numerous sections, including Raising Capital, Managing Your Business, HR, Marketing, Statistics, and more.
U.S. Minority Business Development Agency
Part of the U.S. Department of Commerce, MBDA is the only federal agency created specifically to foster the creation, growth and expansion of minority-owned businesses in the U.S. Assistance is provided to socially or economically disadvantaged individuals who own or wish to start a business. Such persons include: Asian Pacific Americans, Asian Indians, Black Americans, Eskimos/Aleuts, Hasidic Jews, Native Americans, Spanish Speaking Americans, and Puerto Ricans.
U.S. Office of Small and Disadvantaged Business Utilization
This Department of Commerce agency is responsible for "promoting the use of small, minority, and women-owned small businesses in compliance with Federal laws, regulations, and policies." They assist firms in securing contracts and subcontracts with the Department of Commerce and its prime contractors.
U.S Small Business Administration Office of Native American Affairs
Supports Native American entrepreneurs by providing resources and programs help them “create, develop and expand their small businesses.”
U.S Small Business Administration Office of Veterans Development
Supports Veterans in their endeavors as small business owners; provides links to obtaining federal contracts, financing a business, and research, reports and data on veterans owning small businesses.
U.S Small Business Administration Office of Women’s Business Ownership
Provides links to resources for women entrepreneurs, as well as mentors, success stories, and a directory of educational resource centers for women in small business.
WomanOwned
Tools and resources for businesswomen, including business plans, start up information, funding resources, and other tools. Also links to http://www.womanowned.net, which provides an online community with message boards, blogs, business profiles and other information with free registration.
Association of University Research Parks (AURP)
Represents the leadership of technology developments, which are designed to promote research institute-industry relations, to foster innovation, and to facilitate the transfer of technology from such institutions to the private sector. More than 700 research, science and tech parks are in varying stages of development worldwide, and a variety of university, governmental, not-for-profit and private organizations interested in the development and operation of research-related technology projects and programs comprise the major portion of AURP's membership.

International Business Incubation Association (InBIA)
The world’s leading organization advancing business incubation and entrepreneurship; more than 1,900 members in over 60 nations. While incubator managers and developers make up a large share of NBIA’s membership base, the association also represents other interested individuals and groups.
