The March 3rd primary election for state and local races.
Partisan races include US Senate, US House, Durham Co Sheriff, DA, local judicial seats, Clerk of Court, etc.
However the School Board vote in March is the General Election (ie this is the final vote). This year, each of four districts will elect one School Board member. A map of the districts is here.
You can get a sample ballot (and make sure you are registered correctly) by looking yourself up on the state voter look-up. This sample ballot will take the guess work out of which school district applies to your address and registration.

Durham County Senior Democrats are hosting a forum for Districts 2 and 3 on Feb 6
Kids Voting Durham has a forum coming up Feb 11 (only kids get to talk, but others can attend)
Durham 4 All (and Carolina Forward) are hosting a forum Feb 12 to discuss issues facing schools but it isn’t clear if this is purely around the school board election or merely a chance for candidates to attend and voice their positions
Individual candidates are hosting meet and greet events and if you want to meet all candidates in your district. You may have to join their email lists to be notified.

This is a non-partisan race. Therefore, this is the General election and this race will not be on the ballot in November.
Some of the issues facing the Board of Education, based on the questions INC Delegates asked the Superintendent last year:
Budget: What has been put in place to guard against “budget surprises” so we won’t have a fourth year of discovering big gaps? This year the budget gap was due to having lower enrollments than expected, and there is concern about further erosion in enrollments. How do we deal with federal funding changes?
Property issues: How are we doing on overcrowding / under capacity of schools, especially in rapidly growing areas? What is going on with the DSA move and what will happen to the old campus? When will Morehead Elementary get the promised repairs? Are all the funds from the last school bond gone? What will happen to the old Northern campus?
Reliability of transportation
Magnet Schools: Will there be a report card?

To review what we should have learned in high school:
Superior courts hear cases involving felony crimes, civil cases involving $25,000 or more, and appeals from district courts. This court “sits” (holds court) at least twice a year in each county of the state. In the busiest counties, several sessions may be held concurrently each week.
District courts handle serious, but lower level crimes, and civil cases between $10,000 - $25,000.
Magistrates hold court in both civil and criminal matters as officers of the district court under the authority of the chief district court judge. In the civil context, magistrates are generally assigned to preside over “small claims” court which hears disputes for claims under $10,000. For criminal matters, magistrates conduct certain preliminary proceedings and are authorized to dispose of some cases by pleas of guilt or by trial.
