DILG Region 3 kicks-off its National Women’s Month Celebration (NWMC) on March 3, 2025, during the First Monday Flag-Raising Ceremony. The event featured NWMC announcements, reminders, and inspiring messages, emphasizing women’s empowerment in local governance.

Adding a fun twist, a trivia game highlighted notable Filipina figures and empowered DILG Juanas of Region 3. This marks the start of DILG #TrestheBest month-long celebration, reinforcing the agency’s commitment to gender equality and women’s contributions to public service.

The saying "it takes a village to raise a child" was the central theme during the 2025 Child-friendly Local Governance Audit- Regional Inter-Agency Monitoring Taskforce (RIMTF) Exit Conference held on May 5, 2025, at the DILG RO3.

One of the highlights of the activity was the discussion of strategies for next year's implementation. The RIMTF then identified and discussed rooms for improvement and agreed to submit some recommendations to the National IMTF and CWC for their consideration.

𝗗𝗜𝗟𝗚 𝗥𝟯 𝘀𝗲𝗲𝘀 𝗶𝗻𝗰𝗿𝗲𝗮𝘀𝗲 𝗶𝗻 𝟮𝟬𝟮𝟱 𝗖𝗙𝗟𝗚𝗔 𝗣𝗮𝘀𝘀𝗲𝗿𝘀

The Department is hopeful to see increase in the number of passers during the FY 2025 Child-Friendly Local Governance Audit (CFLGA) Regional Inter-Agency Monitoring Team (RIMT) Table Assessment and Presentation of Results held on April 21-23, 2025.

During the three-day activity, the RIMT composed of DILG, DSWD, RSCWC, DOH, NNC, NEDA, and IMA Foundation, assessed 130 LGUs in the following areas of assessment: Survival, Protection, Participation, Development, and Governance.

The RIMT sounded off the Regional Assessment Results to P/HUCs via Zoom to resolve some findings before the encoding of Regional Rework which will start on April 28 (Monday) and will end after 5 Calendar Days.

Dilg Central Luzon Strengthens LGU Capacity on GAD Planning, Budgeting, and Compliance with Revised Magna Carta Guidelines

DILG Central Luzon once again oriented P/HUCs LGU GAD Focal Point System (GFPS) Members and DILG GAD Focal and Alternate Persons on the Review of LGU GAD Plan and Budget (GPB) and Accomplishment Report (AR), GAD Focal Point System Functionality Tool, and the Discussion of PCW-DILG-DBM-NEDA JMC 2024-01: Revised Guidelines on the Localization of the Magna Carta of Women. PCW-Certified Resource Speakers of DILG Central Luzon, Cluster Head 1 of DILG Bulacan Lydia M. Baltazar and MLGOO of Norzagaray Ma. Christine M. De Leon, shared their expertise in accomplishing the GFPS Functionality Tool and the review of GPB and AR.

SPARKLE 2025: EMPOWERING ADMINISTRATIVE AND NEWLY HIRED COS PERSONNEL THROUGH SYSTEMATIC LEARNING AND GOVERNANCE ALIGNMENT

In its continuous pursuit of fostering a more efficient, well-informed, and responsive workforce, the Department of the Interior and Local Government (DILG) Region III successfully held the Systems, Performance, Accomplishment Review cum Knowledge Levelling and Enhancement (SPARKLE) 2025 for Administrative and Newly Hired Contract of Service (COS) Personnel. The two-day activity served as an orientation, capacity-building, and policy-alignment session aimed at deepening participants’ knowledge of government systems, core policies, and quality management practices.

DILG R-3 STRENGTHENS THE FIGHT AGAINST SEXUAL HARASSMENT IN THE WORKPLACE

DILG Region 3 conducted a training for the Committee on Decorum and Investigation (CODI) on handling sexual harassment cases on October 9, 2025 via hybrid set-up.

Atty. Chairmaine Jacqueline Paulino-Evangelista, Regional Legal Officer, served as the Resource Speaker, covering key topics such as Republic Act No. 11313 or the Safe Spaces Act, the Revised Policy and Procedural Rules of the CODI for Sexual Harassment Cases in DILG Region 3, and the Duties and Functions of CODI.

The program was officially opened by Regional Director Araceli A. San Jose, CESO III, and concluded with closing remarks from Assistant Regional Director Jay E. Timbreza, CESO IV.

In her message, Regional Director San Jose emphasized the importance of deepening the appreciation of the legal and ethical frameworks that guide DILG’s actions and of equipping personnel with practical skills in handling sensitive complaints with care and objectivity.

In his closing message, ARD Timbreza said “ Let us be ambassadors of change in our own workplaces and continue supporting the creation of a sexual harassment-free environment.”

All members of CODI participated at the Conference Room while other personnel from the provinces and cities in the region participated via zoom platform.

The training aimed to strengthen the capacity of CODI members in ensuring a safe, respectful, and gender-sensitive work environment within DILG R-3.

DILG CENTRAL LUZON UNDERGOES GAD SEAL VALIDATION

DILG Central Luzon proudly underwent the Gender and Development (GAD) Seal On-Site Validation today, September 29, 2025 at the DILG Regional Office III, a major step in affirming its commitment to advancing gender equality and women’s empowerment in local governance.

The on-site validation, led by DILG Under Undersecretary for Public Affairs and Communications Rolando C. Puno, Assistant Secretary for Community Participation Elizabeth N. Lopez De Leon and members of the DILG National Assessment Committee, assessed the Region’s programs, systems, and initiatives to ensure compliance with the standards of the GAD Seal Certification Program.

In his message, Assistant Regional Director Jay E. Timbreza, CESO IV expressed his gratitude to the validators and reaffirmed the Region’s strong commitment to upholding gender sensitivity in all aspects of governance. “This activity is more than just an evaluation. It is an opportunity for us to showcase the milestones we have achieved, the innovative practices we have implemented, and the lessons we continue to learn in mainstreaming gender in governance” ARD Timbreza said.

DILG Central Luzon remains committed in championing transparency, accountability, and gender equality. Through the GAD Seal, the Department reaffirms its promise that every Juan and Juana in Central Luzon truly feels the impact of good local governance.

ADVANCING INCLUSIVITY THROUGH GAD TRAINING

DILG Central Luzon successfully conducted the Capacity Development Training on Recognizing and Addressing Gender Bias and the Relevance of Sex-Disaggregated Data today, October 2, 2025 at the DILG Regional Office III. Serving as the resource person was LGOO VII Lydia Baltazar, who shared her expertise on how to recognize and address gender bias in governance and public service, as well as the importance of sex-disaggregated data in planning, policy-making, and program implementation.

Through this training, GFPS members were equipped with the knowledge and skills to foster gender-responsive governance, ensuring that no one is left behind and that programs and services are more inclusive and evidence-based. Together, we continue to build a future that upholds equality, inclusivity, and good governance.

DILG Region III conducted its 4th Quarter GFPS Meeting and Capacity Development Session on November 17, 2025, focusing on enhancing gender mainstreaming across local governance. Key discussions included GFAST, GAD M&E, and the GERL Assessment Tool, with participants given the opportunity to deepen their understanding and application of these tools.

DILG R3 remains committed to equipping its personnel with the knowledge and skills needed to advance inclusive, effective, and gender-responsive public service.

DILG CENTRAL LUZON CONDUCT ITS 2025 OUTREACH PROGRAM, EXTENDING SERVICE INTO COMMUNITIES

In the spirit of Christmas and the season of giving, DILG Region III conducted its Outreach Program 2025 on December 22, bringing together the generosity of its Provincial and City Offices to extend care to communities in need.

Donations were shared with Munting Tahanan ng Nazareth in Mabalacat City, which provides care for abandoned persons with disabilities, and Bahay Pag-ibig in the City of San Fernando, a home for abandoned and sick elderly helping strengthen the love and support given to their residents.

This Christmas outreach reflects the DILG family’s enduring commitment to compassionate public service and its mission to serve the people with heart, solidarity, and hope.

DILG Region III conducted a meaningful Lenten Recollection today, April 10, 2025, at the Greene Manor Condotel, providing employees and officials an opportunity for deep spiritual reflection, renewal, and strengthened commitment to their roles as public servants.

Facilitated by Mr. Jesus Marte Canlas, the recollection served as a moment of pause from the demands of government service, allowing participants to reconnect with their faith, reflect on their mission, and seek inspiration for the challenges ahead.
