The Systems, Performance, Accomplishment Review cum Knowledge Levelling and Enhancement (SPARKLE) Program was conducted by DILG R-3 through its Finance and Administrative Division on February 19–20, 2024, at Seorabol, Subic Bay Freeport Zone, Subic Zambales.
The activity aimed to increase DILG R-3’s internal organizational capabilities by empowering its administrative personnel; address pertinent issues and concerns about various financial and administrative matters; and instill teamwork and collaboration among team members through meaningful activities and fellowship.
In his opening message, Regional Director Atty. Anthony Nuyda expressed his appreciation to the team from the Regional down to the Provincial and HUC Offices for their commitment in harmonizing the processes of the whole region in terms of financial and administrative requirements. He further stated “Sa FAD, hindi pwedeng magkamali. This division requires precision and accuracy”.
The virtual activity aimed to enhance the capacity of DILG field officers and technical personnel in reviewing and assessing the GPB and GAD AR of local government units (LGUs). It also served as a venue to revisit existing guidelines, clarify technical gray areas, and promote the effective implementation of gender-responsive governance at the local level.
Serving as resource person was LGOO VI Maria Christine M. De Leon (DILG Bulacan), National Certified GAD Resource Pool Member (Batch 7). She provided a comprehensive walkthrough of the Joint Memorandum Circulars (JMC 2013-01 and JMC 2016-01)—focusing on the institutional mechanisms that support the localization of the Magna Carta of Women (MCW).
Participants were engaged in interactive discussions where they shared best practices, raised clarificatory questions, and tackled challenges commonly encountered in the review process. The open forum segment helped crystallize the standards and submission procedures for both GPBs and GAD ARs.
Through this initiative, DILG continues to reaffirm its commitment to gender equality and women’s empowerment by capacitating its personnel and promoting quality and compliance in the crafting and review of local GAD plans and reports.
GENDER IN ACTION: STRENGTHENING DEVELOPMENT through GAD Focal Point System Empowerment
The Department of the Interior and Local Government Region III, through the Local Governance Regional Resource Center (LGRRC), successfully conducted a region-wide webinar entitled “Gender in Action: Strengthening Development through GAD Focal Point System Empowerment” on February 2, 2024, via Zoom Cloud Meeting Platform.
The activity gathered a total of 612 participants, composed of GAD Focal Point System (GFPS) members from provincial, city, and municipal local government units (LGUs), as well as DILG regional, provincial, and field personnel. The primary objective was to strengthen the capacity of GFPS members in implementing gender-responsive programs and to deepen their understanding of the Enhanced Gender Mainstreaming Evaluation Framework (GMEF)—a vital tool for monitoring the progress of gender mainstreaming in governance.
The session featured insightful discussions on common implementation challenges, such as limited data availability, functionality of local GFPS structures, and sustaining support for gender-related initiatives. Participants were able to share local best practices, raise questions on the GMEF tool, and collaborate with peers in developing localized solutions.
During the acknowledgment segment, participants and speakers were recognized for their active involvement in the activity. Regional Director Atty. Anthony C. Nuyda, CESO III, was also present in the virtual platform, reflecting the Regional Office’s continuing support for GAD capacity-building efforts. A Certificate of Appreciation was awarded to LGOO VII Lydia M. Baltazar for her valuable contributions to the activity.
The “Gender in Action” webinar served as a strategic learning platform to empower GFPS members and equip local implementers with knowledge and tools that are critical in integrating gender perspectives into local governance. With strengthened collaboration and improved technical capacities, DILG Region III reaffirms its commitment to inclusive and gender-responsive local development.

DILG Central Luzon joined the nation in celebrating the 2024 National Women’s Month. With the theme “Lipunang Patas sa Bagong Pilipinas: Kakayahan ng Kababaihan, Patutunayan!”, a culminating activity was conducted today, March 22, 2024 at the DILG Regional Office III.
Through the series of events, the Department has shown recognition to the countless contributions of women in pursuing a matino, mahusay, at maaasahang lokal na pamamahala.

DILG Region 3 in its pursuit of excellence, led an Onboarding Training Program for its newly appointed employees at the DILG R3 Conference Room, DMGC, Maimpis, City of San Fernando, Pampanga on September 20, 2024.
This comprehensive training program covered a wide range of important facets of the Department's culture, vision, mission, and policies. The information gained from this training is vital for empowering new employees to fully integrate into the Department, equipping them with a deep understanding of the DILG's core values, strategic objectives, and operational policies.
The training also highlighted various administrative and financial policies, Human Resource Information System (HRIS), DILG Intranet, and Gender and Development sensitivity that are crucial in the workplace.
