Rule 81.14.3 of AFMA's Implementing Rules and Regulations mandates DA's Regional Integrated Agricultural Research Centers (RIARCs) under the guidance of Bureau of Agricultural Research (BAR) to establish a network of regional and provincial collaborators for RDE programs. This led to the establishment of the Agriculture and Fisheries Regional Resources Research and Extension for Development Network (AFFREDN) in each region, which was supported and guided BAR. BAR provides ongoing technical and financial assistance for AFFREDN operations.
AFFREDN aims to uplift the performance of the agriculture and fisheries sectors, pointing to a system that will strengthen organized partnership and collaboration in RDE among government agencies, state colleges/universities and local government units, most especially in the pursuit of more relevant and location-specific agricultural and fisheries technologies. The AFFREDN is open to public and private institutions engaged in research and development activities related to agriculture and fisheries.

Contribute to an empowered R&D system that will lead to expanded economic opportunities for those who are engaged in producing agriculture, fisheries, and forest products, particularly small and subsistence farmers and fisherfolks.
The DA-Regional Field Offices’ Research Division leads in the planning, coordination, monitoring, and evaluation of various agricultural RDE programs. In cooperation with its members and partners, RRDEN is geared towards a unified and participative implementation of RDE for agriculture and fisheries at the regional level.
