Wherein the municipality sells the outstanding debt of uncollected taxes, by selling tax-sale certificates (a lien) to the highest bidder.
At the Tax Sale, the title to the delinquent property is not sold. Instead, a Tax Sale Certificate (a lien on the property) is sold. This offers the property owner an opportunity to pay back the lien over a specific period of time, rather than losing the property outright to foreclosure.
The property owner has two years from the date of the Tax Sale to redeem the lien by paying the full amount of the lien – including the delinquent taxes and charges, plus interest, penalties, and authorized fees and costs. If the lien is not redeemed by this time, the lien holder may exercise the right to start the foreclosure process.
New Jersey municipalities are required to hold at least one tax sale per year if properties within the municipality are delinquent in paying their property taxes and/or other municipal charges.
New Jersey municipalities by law are required to pay 100% of the passed budget to the County and School District(s).
Selling the outstanding debt allows the municipality to meet its financial obligations.
Applies to the CURRENT year taxes remaining due after the statutory due date (November 10). The municipality will enforce the collection of those charges by offering the property for tax sale. This will cause a Tax Sale Certificate to be sold and filed against the property. The property will be subject to foreclosure proceedings if not redeemed within the stated two years from the date of the Tax Sale.
Residents that have not paid property tax in full by statutory due date, November 10th will be placed on Tax sale, held in December. Residents listed on tax sale will be notified by mail and Tax Sale list will be published in the Atlantic City Press. Residents have an opportunity to pay balance, including the delinquent taxes and charges, plus interest, penalties, and authorized fees and costs, prior to the date of tax sale. Payments can only be accepted in the form of cash, money order or cashier’s (certified) check.
Previously, the City of Corbin City had to include upwards of $60,000 in the budget to cover unpaid taxes. Accelerated tax sale assists the city from increasing the budget to cover the unpaid taxes. This benefits all residents from not increasing their property tax to cover any unpaid taxes.

The public makes payment to the municipality so the municipality can meet its financial obligations. The person or business making payment to the municipality on the owner’s behalf is issued a Tax Sale Certificate, a Lien against the property. This is a legal document stating the person or business has an interest in the property and is entitled to all funds and penalties should the homeowner redeem the lien. The person or business is considered a lien holder, records the document at the county and can pay subsequent taxes or charges on a property becoming delinquent to add to their existing lien. If the lien is not redeemed by the property owner, the lienholder can start foreclosure proceedings after two years.
Once a final judgement is issued the title is transferred to the person or entity. If no entity purchases the lien at a Tax Sale a lien is still issued in the name of the municipality, the same laws apply as above with the exception the municipality can start foreclosure six months after the tax sale.
The property owner has the right to redeem the lien at any time prior to final judgment of a foreclosure. Redemptions are made at the municipality, verified all charges and interest are confirmed with the lienholder and must be made with certified funds. The lien is turned over by the lienholder. The property owner takes the lien to the county to have the recording removed from record.
Payments via Tax Portal can be utilized by residents who are current on property tax payments.
If you have received notification that you are delinquent on property taxes and have been listed on tax sale or have municipal lien on your property; payments can only be accepted in the form of cash, money order or cashiers (certified) check.
