Demands

Our broad-based coalition has issued the following demands, gathered from leaders and residents throughout Monterey:

In the interest of real public safety, especially for youth and students, permanently eliminate the School Resource Officer position. Neither this role nor its funding shall be restored to MPD budget even after the crisis has passed.

An additional 2% cut from MPD budget, increasing cuts for the fiscal year from 8% to 10%.

Permanent removal of all vacant police positions from the Position Control list. When revenue is restored, these positions shall not be reinstated.

What's Happening Now

In Monterey, we gained nearly 150 signatures via an online petition (change.org/defundMontereyPD) supporting a list of demands asking the City’s Council to commit to the permanent removal of the Student Resource Officer (SRO), the permanent removal of all vacant police officer positions (per the Position Control list), and an increase in PD budget cuts from 8% to 10%, asking that the additional 2% cut be used to hire crisis counselors and social workers to respond to calls concerning behavioral issues, houselessness and wellness checks. While the Council did not meet these demands upon their June 16th budget vote, some members did call for the permanent removal of SRO and all acknowledged a need and desire to engage swiftly and directly with constituents regarding these concerns.

Over the next few months, CB4C’s work in Monterey will focus on:

Collecting data regarding complaints against MPD (as City Council members gave rave reviews of the department without true statistics regarding officer behavior and community approval ratings)
Researching the impact of Police union on Monterey’s City Council decisions and overall impact on City budget
Exploring how wages from SRO positions could be used to bring on a social welfare team to respond to calls where a crime is not actively being committed. (Also regarding SRO--MPUSD decided to defund this role in 2018 but the City kept it on. Important to discuss with City and MPUSD what type of non-carceral counselor roles could benefit students and meet safety concerns of parents and faculty. If the City was willing to share the cost of SRO, would they allocate funds for trained social workers or counselors in schools?)
Creating a proposal with all the facts and figures (costs of new alternative-to-police positions as well as effectiveness in cities already using these alternatives; examination of already-existing staffing positions within Rec. department that could take on roles of community liaison, especially with youth and families, houseless populations, etc.) so that as the City’s revenue increases and the budget is restored (per Mayor Roberson the budget is flexible and will be changing again before FY21 ends), programs that reflect the mission of “real public safety” may be bolstered or implemented swiftly
