In our first major meeting as COMHRA, part of our presentation made the comparison between the report done for Boulder to save MH parks done in 2016. and others with similar information. In truth, this information was published in classes for potential MH park owners in 2011, as a way to take advantage of the system to make money. Here are the links:

After a quick but intense study into the programs tried in several areas nationwide, including multiple parks around Colorado, the conclusion was simple; a collaborative effort between all parties was stated as the most efficient and effective way to rebuild, renew and restructure the failed system that Colorado has maintained since the 70's.

The site explains how to buy older parks instead of building new ones, bypassing codes and restrictions thanks to "grandfather clauses" in the regulations, exempting these communities from being brought up to current living standards. It details passing overhead costs onto the residents, and increasing rents to maximize profits. The title of one section: DONT BE FRIENDLY, talks about the benefits and hazards of choosing your circle of "good tenants" and keeping them closeby with various incentives.
THE COMMUNITY CONGRESS
The Community Congress, was started in San Francisco, CA in 1975, to resolve conflict between corrupt officials and major developers, determined to wipe low income and ethnic communities from the San Francisco cityscape forever. After a 3 year halt to construction due to civil unrest, this was the cities solution. A cooperative collaboration, that brought all parties together to work toward a common goal, for the common good.
