Eligible PT faculty can participate in the same medical plans (Kaiser and Anthem High) as those available to FT faculty-with the same contributions to the premiums that FT faculty pay (as described in Article 20A.1).
Eligibility is defined as: (as) the PT faculty member worked 40% of an annual Full-time equivalent load (12 CAH or more) during the Academic Year prior to receiving benefits (including work in the most recent Summer session); and (b) the PT faculty member attests by signed affidavit that they do not have access to other medical insurance where all or part of the premium is paid through some other source.
This affidavit at this time does not need to be notarized.
For Faculty without access to other coverage, who don't have 40% load over the past year in any one district, they may combine workload from more than one district to reach the 40% threshold eligibility. The MOU provides that the PT faculty member may then purchase coverage for themselves, and the District will reimburse an appropriate share of the premium.
Provisions for PT faculty with existing coverage:
For PT faculty who are otherwise eligible, who have been paying their own coverage for two or more years,. if the PT faculty wish to stay on that plan, instead of enrolling in the District's Kaiser or Anthem coverage, they may do so in a reimbursement model.
How to enroll?
The Open Enrollment period for PT faculty within the Chabot-Las Positas Community College District occurs twice a year:
July 1 to August 1, for coverage that runs from September 1 to August 31 next year, OR
November 1 to December 1, for coverage that runs from January 1 to August 31 next year.
To enroll, complete the PT Faculty Affidavit and the Universal Enrollment Form, and send them to the District's Benefits office during the above open enrollment periods.
Even though the Open Enrollment period beginsieither July 1 or November 1, there's no reason you can't present the Affidavit to your dean before then, so that they can fill out their portion. The required forms, Open Enrollment Notice (which includes enrollment instructions and premium contribution rates), descriptions of Kaiser & Anthem "High" and "Low" HMO plans are available on the District website. Please read through the Open Enrollment Notice carefully.
Part time faculty must re-enroll in medical benefits every year. These benefits do not automatically continue.
The fund may reach its limit at some point in the future but the chances of it happening any time soon is relatively small since only a few districts have established a program that qualifies for 100% reimbursement. If for any reason the District determines that it is no longer able to offer these plans, the District agrees to reopen negotiations in a timely manner so that alternatives can be discussed in a timely manner to avoid any interruptions in insurance coverage, if possible.
