Civilian Code Of Conduct
Civilians must follow Chain of Command
Civilians must refrain from any type of role play that may be offensive to other members including but not limited to age, sex, sexual orientation, religion, and race.
All civilians must create and maintain a character profile / profiles that can be tracked and maintained through the COJRP CAD.

All profiles must be registered on the COJ CAD.
Levels of Role-Play Situations
Situations must be kept as realistic as possible. Civilians are allowed to collaborate with each other as long as it’s done through proper role play. The five (5) levels of situations must be followed to ensure you are staying within your given level and guidelines. Think before you act! Is it legit?
Level 1 Contact - (Probationary Civilian - Civilian 1+)
First Responders Involved: 1-3
A level 1 contact is one that requires no major police mobilization. A single officer should be able to respond with the possibility of one or two additional units. Before initiating an easy contact situation, ask yourself whether you'd feel in danger as a police officer or not. If the answer is yes, then your situation may fall outside the level 1 contact criteria.
Approved Examples Include (but not limited to):
Fight in progress, assault, battery (not of first responder)(no use of weapons).
Shotgun and Musket can be used for Hunting ONLY, but can become a call.

Traffic stop (motor vehicle or pedal bike)
Suspicious person call
Loitering
Jay-Walking
Disturbing the Peace
Soliciting (panhandling, Prostitution, etc.)
Trespassing (no Federal Trespassing)
Vandalism (purposely damaging property)
Public Indecency (no nudity violating SOP rules)
Domestic Dispute/ Disturbance
Traffic Accident:
Max 2 car/suv/pickup (no large vehicles) w/ any injuries including entrapment.
Medical Calls:
Including life threatening conditions/injuries.
Minor Damage to Property (less than $950)
DUI
Reckless Driver
Mugging (no weapon used)
10-70 (running on foot)
Petty Theft
Drugs for personal use.
Level 2 Contact - (Civilian 2+)
A level 2 contact allows you to role-play more dangerous situations such as felonies. Use your weapon to intimidate during robberies, go hunting, defend yourself against an attack, kill yourself, but do not shoot at or murder others.
Approved Examples Include (but not limited to):
Fatal Traffic Accident:
More than 2 vehicles of any type (including CDL Vehicles) w/ injuries that result in character not breathing and/or dying.
Fatal Medical Calls:
Any medical condition or injury that ultimately results in character not breathing and/or dying.
Life Flight can be dispatched to assist with the situation
Severe Property Damage (more than $950)
Robbery
Threatening the livelihood of others for theft.
Mugging, Assault, Battery (with or without a weapon)
Vehicle Pursuit including pedal bikes
No shots fired during 10-80 / 10-70!
Drug Related Charges / Situations
Trafficking
Suicide Call
Racketeering (dishonest or fraudulent business above $950)
Burglary
Street Racing
Remember that although these scenarios can seem more exciting than easy contacts, their outcomes would inevitably trigger a major real-life turn that would heavily impact your character. Use Level 2 contact wisely and be creative!
Level 3 Contact - (Civilian 3+)
A level 3 contact is a large escalation of level 2 contact and these situations often involve major police mobilization. You may now be a potential threat to the passive life in the state of San Andreas.
Approved Examples Include (but not limited to):
Grand Theft Auto of an unoccupied vehicle (vehicle theft)
Homicide (only one casualty)
Kidnapping of a civilian (not first responders)
May not turn it into a hostage negotiation
Hazmat situations
Shots fired during 10-80.
Keep in mind that although you can do all of these amazing things, don't feel the need to escalate a speeding ticket to a GTA and shootout! Keep it real, your character profile matters.
Level 4 Contact - (Civilian 4)
A level 4 contact is a large escalation of a level 3 contact. This will result in major police mobilization. You may become deemed an active threat to the passive life in San Andreas.
Approved Examples Include (but not limited to):
Grand Theft Auto of an occupied vehicle (vehicle theft)
Shootouts - Maximum of 3 injured or killed.
Hostage negotiations
Senior Civilians may use the Fire Script (must complete a quick tutorial before use) to start Minor Wildfires/Structure fires.
Kidnapping of multiple civilians. (no first responders)
Level 5 Contact - (Certified Civ)
An extreme contact can only be organized by a Certified Civilian or higher and if they choose they will invite other civilians (Level 3+) to take part in it. These scenarios involve major police mobilization, a true “all call”. For the role you are assigned, roleplay realistically and to the best of your ability, especially if you are called above your civ level. These scenarios often involve major loss of life, heavy weapons, severe damage to county/state/federal property.
Approved Examples Include (but not limited to):
Shootouts with stand-offs/ negotiations
Large Wildfires/ Skyscraper Fires
Mass Shootings / Casualty Scenes (4 or more first responders/civilians)
Gang Wars
Aircraft Accidents (need Civilian Administration approval)
Violent Riots
Strategic Response Unit (SRU) related incidents (extreme cases)
Bomb Threats (wide area of effect)
Sniper Situation
Kidnapping of First Responders
Priorities
A minimum of 15 minutes is required between priority situations before you may start another unless approved by CBP or OPR.
There is and will not be a simultaneous priority rule, there may be multiple priority calls at once.
A Code 5 stop is not considered a priority by default. If a Code 5 stop is connected to another priority (following a priority scene or felony warrant issued) then it will be considered another priority scene. As long as the reason(s) for the Code 5 stop do not break your civ level, you are permitted to be involved in one.
Prohibited Attire: Civilians below Certified Civilian are not permitted to wear any Law Enforcement, EMS, Fire, or Military uniforms and equipment.
Weapons should be acquired through role-play. These can be obtained through multiple sources, such as Ammu-Nation or from the black market. Weapons such as explosives, including rocket propelled ones shouldn’t be used unless approved by the Civilian Administration.
Vehicle Pursuit: If doing a vehicle pursuit you must remain on marked roads at all times. (Unless you are driving an offroad vehicle)
Attaching Vehicles: Only those officially trained and given expressed permission by a supervisor or higher may attach vehicles to tow trucks, flatbeds trailers, etc.
Aircraft and Sea Vessel Policy
Aircraft Policy
You must be a Certified Pilot to fly an aircraft.
Aircrafts (small plane or helicopter) may be used by Civilian 3 and higher only.
Pilots must follow the approved SAFA vehicle structure and policies.
They are to be used for RP purpose only and must have an approved aircraft business SOP.
They are not to be used to cause destruction.
Sea Vessel Policy
Sea Vessels are to be used by Civilian 2 and higher only.
Boats may be used to evade police
The Police Predator is not to be used by anyone other than law enforcement.
Please respect the use of these aircrafts and sea vessels. The use of these is not to be abused and if doing so disciplinary action may be taken against you.
Regular Patrols
911 - If there is a dispatcher in the channel, you can contact them for 911 calls. Alternatively you can use the /911 command to start a 911 call and a dispatcher will 10-1 you out of channel.
Area of Patrol: Civilians are required to be in the area of patrol if there are less than 30 players on the servers. If there are 30 or more players on the server, the assumption is that the patrol is statewide. The SERVER will state the current patrol area as well.
22 Situations: Civs may not 22 situations, call staff to 22 a scene
No Cop Stalking.
Object Spawning: Must not be used at any time as it can cause server issues.
Animals: Animal spawning is prohibited.
Leeching: Do not attach yourself to other civilian situations or traffic stops unless that civilian has asked you to join. Clear the area.
Fire Script: To be used by Civilian 3 and up only.
Out of Character: At no time, for no reason, can you break character while already engaged in RP unless RP is suspended by staff.
Do not force RP - Each civ is in charge of their own destiny. Do not force other civilians to do criminal things or RPs if they are not on board with it.
Authorization to leave your Civ Level - Only CBP can permit you to leave your civ level for a scenario. This permission is granted on a case-by-case basis and can be revoked at any time.
Major Vehicle Accident- If you are involved in a major accident, do not get out and start running. Make sure to RP your injuries.
Sexual Assault - Sexual Assault scenarios are not permitted (i.e. Rape). Adhere to the code of conduct and refrain from doing a scenario that is likely to offend.
Vehicle Pursuits - When involved in a vehicle pursuit, you must remain on marked or dirt roads at all times.
* Violating these rules will result in disciplinary action.*
If in game, a Civilian breaks the SOP or violates the Community Code of Conduct, CBP or any staff member will be able to issue a 10-90 (In Game Warning). They may also give a 10-93 (Removal from Game) at their discretion. Depending on the severity of the violation, punishment will be escalated to an appropriate level. This could include further 10-90/93’s, training recertification, suspension, and / or community termination.
Civilians are encouraged to be a productive part of society by performing regular jobs and activities throughout San Andreas. Each thing in real life can be role played in civilian life. These are just a few examples of jobs that you can do.

Civilians are able to open up their own companies and be self employed or employ other civilians from the CoJ. Each company has a responsibility and a rank structure such as: Owner, Manager, Asst. Manager, Employee, or similar structure depending upon their set up. Each company must submit an intent to incorporate to the courts and pass inspections needed by the San Andreas Government.
Requirements:
Civilian I’s can submit SOPs for review but have to wait until Civilian II for its approval.
Civilians can RP their proposed SOP business while waiting for approval but they will not technically own it until the business is approved.
Civilians can only own 1 business or sub-division.
Civilians can work for up to 2 businesses run by other civilians.
Sub-divisions do not count towards the 2 business limit. (SAFA/ Weazel News)
Check the Civilian Businesses Sub-forum to apply for jobs that civilians are already running. If you would like to roleplay as an employee of an approved business, you MUST apply for that position on the forums.
*Above jobs are examples and you may request to roleplay a job that is not listed*
Civilians are able to have a warrant written on them for crimes they commit. Each warrant has a maximum jail time and once that jail time is served the warrant is clear. Warrants do not go away until the case goes to DOJ Courts and time is served. Jail time is in real-life time, think before you commit crimes on an important character!
